		<description><![CDATA[NEWS ANALYSIS If there is Karma in politics, Del. Kevin Hornberger (R-35B) is facing it: so confident of a re-election victory in a three-way race, he devoted much effort and political cash to promote allies of his wife, Cecil County Executive Danielle Hornberger, for the County Council in Tuesday’s Republican primary election. But he apparently failed to see the very real threat to his own legislative seat. And the chief target of the Hornbergers’ avalanche of glossy, negative and untrue flyers, incumbent Councilor Al Miller (R-3), is just five votes behind their own protégé, Bob Gatchell, an actor with a repertoire of cross-dressing drag show performances and a political newcomer. There are at least 1,026 Republican ballots still to be counted in a canvass of dropbox and mailed ballots that begins on Thursday 7/21/2022, according to state Board of Elections (BOE) data for Cecil County. Additional mail-in ballots may be received before a second canvass next week. 		<description><![CDATA[Bill Coutz won the only contested seat for the Cecil County Council in Tuesday’s general election, scoring a landslide victory over a political newcomer, Cody Kirk. Coutz, a Republican. will take the District 2 seat to replace the retiring Joyce Bowlsbey. All seats on the five-member Council are now held by Republicans. Coutz, who has already been attending Council worksessions since before winning the GOP primary election in June, carried 66 percent of the vote. Coutz has been a sales executive in the shade and lighting industry and vice president of the Fair Hill Races. Kirk, a Democrat who also ran unsuccessfully for a seat on the Elkton town council at the same time he was running for a County Council seat, received 34 percent of the vote. Kirk says he “works in retail” after previous employment at a dollar store in Elkton. The retirement of Bowlsbey leaves open the post of President of the County Council, which will be determined by a vote of the full Council when newly elected members are seated in a few weeks. 		<description><![CDATA[Making a strong comeback, Allyn “Lyn” Price Nickle won a commanding victory in the hotly contested race for Register of Wills, unseating Michael W. Dawson who had scored an upset victory over Nickle four years ago. This year’s fight was on different political turf: Nickle ran as a Democrat last time but switched her party affiliation to GOP for the 2018 elections. Dawson ran for a state Delegate seat several years ago on the Constitution Party ticket but changed his party affiliation to Republican when he ran for Register of Wills four years ago. There is no Democrat competing for the post this year, so the winner is determined in the Republican primary. With all but two precincts tallied, Nickle “registered” 66 percent of the vote in the primary, while Dawson received 34 percent. There were 198 Republican absentee ballots sent out by the local Board of Elections and they will be counted on June 28 and July 6. In addition, a computer glitch involving voters who changed their party affiliation or home address using kiosks or services at state Motor Vehicles Administration offices will likely increase the number of provisional ballots that will not be counted until July 5.
