		<description><![CDATA[Republican Tari Moore made history Tuesday, winning election as Cecil County’s first County Executive by defeating her Democratic rival, Pam Howard, with 52.7 percent of the vote. Republican Alan McCarthy overwhelmingly won election to the District 1 County Council seat and incumbent Robert Hodge (R) won a decisive victory to retain his county commissioner seat on the new Council in District 5. “I am humbled and honored to be part of this historic moment in Cecil County’s history,” Moore posted on her Facebook wall after the results were tallied. Cecil County also re-asserted its increasingly conservative voting patterns, rejecting the winning candidacy of President Obama, the senatorial candidate and ballot questions that won support from a majority of voters statewide. From the tabulation of the early voting counts—after voting hours and days were extended due to the impact of Superstorm Sandy—through the final Tuesday night counts of all 19 county precincts plus the early vote results that are tallied as precinct 20, Moore consistently held the lead in the election returns. Pipkin (R-36) berated the Cecil County Board of Commissioners and county staff Tuesday morning over what he called misuse of “county assets”—an email account—to promote a bus tour organized by a volunteer with a citizen’s group favoring adoption of a charter government referendum question on the November ballot. But county officials denied any wrongdoing and some Commissioners accused Pipkin and Del. Michael Smigiel (R-36) of political grandstanding days before the elections. During the nearly 90-minute session, which was called by Commissioners in response to a letter from Smigiel accusing the county of “secret deals,” Pipkin did most of the talking. 		<description><![CDATA[The Cecil County commissioners will hold a special work session Tuesday to address allegations by Del. Michael Smigiel (R-36) claiming “secret deals” aided the “Friends of Charter” ballot issue committee and asserting “unethical, if not illegal” conduct. Smigiel is an avowed foe of converting the county’s commissioner form of government to a home-rule charter government that would make the county more independent of the state’s legislative delegation. In his letter sent several days ago to the Cecil County Commissioners, he demanded answers to a list of questions challenging the “Friends of Charter” group, the county’s office of Economic Development and questioning who has the right to use the county’s official seal. The Commissioners have scheduled a 10 am worksession, following their regular 9 am Tuesday worksession, to address the subject. The flap comes just a few days before voters begin to cast their ballots on a referendum question on the general election ballot asking for a yes or no vote on changing the county’s governance to charter. Early voting begins on Friday.
