		<description><![CDATA[Cecil County officials acknowledged Monday that they received a late bid, after the 1:30 PM Thursday 10/1/15 deadline for submission of bids on a new Animal Control contract, from a Chestertown pest removal company but decided to allow the late submission to be accepted and reviewed for the 18-month contract. Three other bidders complied with the deadline and were announced as the only official bidders at a bid opening meeting. Al Wein, the county Director of Administration, told Cecil Times on Monday that the tardy vendor, Wildlife Damage Control, phoned the county procurement office shortly before the deadline and said they would be late because “They didn’t know that the Sassafras River bridge was closed.” The bridge is the dividing line between Cecil and Kent counties. The closing of the bridge for several weeks was widely announced in local media and through multiple signs posted throughout Kent County highways for the past several months. Cecil Times was present for the official bid opening last Thursday, when it was announced that there were three official bidders after David Pyle, the county purchasing officer, opened three packets that had been submitted. 		<description><![CDATA[Cecil County government has published a “request for proposals” (RFP) seeking animal control services under an 18-month contract, beginning 1/1/16, including provisions to allow the county government to buy a shelter building and assume its operating and maintenance costs. And a Delaware animal shelter that has been embroiled in fights with state and local government over animal control there plans to bid on the Cecil County contract, the group’s executive director told Cecil Times. County Executive Tari Moore and her senior aides have visited at least three county government-owned shelter facilities in Maryland—Harford, Frederick and Queen Anne’s counties, according to records of Moore’s official schedule that were obtained by Cecil Times. In addition, Moore’s schedule shows a meeting on 2/12/2015 with “Mary Thompson re: Rainwood Kennels.” Thompson and her husband, retired county Circuit Court Judge Dexter Thompson, own the Rainwood Kennels in Elkton that are being rented by A Buddy for Life, Inc., the current animal control contractor, for $15,000 a month, with the full rental fee paid out of county funds supplied under the Buddies’ contract with the county. 		<description><![CDATA[Cecil County should know the locations of feral (wild) cat colonies harbored by local cat “rescue” groups as a matter of public and animal health concerns, the chair of an animal oversight panel has suggested. But a cat activist member of the oversight panel&#8211; who is aligned with the Buddy for Life group that holds a 3-year animal control contract with the county&#8211; attacked the chairwoman in legally questionable terms that prompted a call for “regular business” from the county attorney. At the Animal Care and Control Oversight Commission (ACCOC)’s quarterly meeting held 4/22/14, a member of the oversight panel, Ricky Lewis II—operator of the “Cat Crusaders” group that deals with feral cat colonies and other stray cats—attacked the panel’s chairwoman, Lyn Yelton, and began to claim inside information about the operations of the county’s Ethics Commission. Complaints to the commission are confidential under county law and even those filing complaints are not allowed to discuss the matter publicly.
