		<description><![CDATA[A CECIL TIMES Special Report NEWS ANALYSIS Cecil County’s Animal Services agency is overspending its current Fiscal 2019 budget and is asking for an infusion of $140,000 immediately, drawn from a county fiscal reserve fund that is supposed to be off-limits for current spending. In addition, the agency is seeking a 41.7 percent operating budget boost in the proposed fiscal 2020 budget and adding 2.5 full-time-equivalent workers to its payroll—the highest number of any unit of county government. The full cost of the county’s animal services program is not even reflected in its own budget, with operations and maintenance costs of its Chesapeake City facility buried in an overall county property management account and its vehicle replacement costs shifted into the countywide vehicle “fleet” account. In the new Fiscal 2020 budget, Animal Services is seeking a 41.7 percent increase in its operating budget, bringing those costs to $1,097,415. In addition, maintenance of the shelter is budgeted separately at $64,565, a 21.2 percent increase over the current budget year. The total request amounts to $1,161,980. 		<description><![CDATA[HARRIS CLOBBERS SMIGIEL IN GOP $ Incumbent US Rep. Andy Harris (R-1) has raised some princely sums for his re-election campaign while his challenger in the Republican primary, former state delegate Michael Smigiel, is a relative pauper, according to new filings with the Federal Election Commission (FEC). As in past elections, Harris’ reports look like the office directory at a major medical center, with donations from political action committees (PACs) associated with medical specialty groups, from radiologists to orthopedists to surgeons. Harris is a physician who practiced anesthesiology at Johns Hopkins Hospital. So a surgeon’s PAC donated $3,500 in two contributions, while orthopedists chipped in another $3,500 and the uniquely named “Brain PAC” thought Harris deserved its $1,000 donation. Overall, for the first six months of this year, Harris reported total contributions from individuals of $271,000, and $144,290 from PACs, for a total raised of $415,370 in new money. He already had a cash on hand balance from previous fundraising of $297,598. So even after campaign expenditures, such as printing expenses, fundraiser events, etc, amounting to $133,563, Harris ended up with a total of $579,620 cash on hand in his campaign warchest. 		<description><![CDATA[Cecil County should know the locations of feral (wild) cat colonies harbored by local cat “rescue” groups as a matter of public and animal health concerns, the chair of an animal oversight panel has suggested. But a cat activist member of the oversight panel&#8211; who is aligned with the Buddy for Life group that holds a 3-year animal control contract with the county&#8211; attacked the chairwoman in legally questionable terms that prompted a call for “regular business” from the county attorney. At the Animal Care and Control Oversight Commission (ACCOC)’s quarterly meeting held 4/22/14, a member of the oversight panel, Ricky Lewis II—operator of the “Cat Crusaders” group that deals with feral cat colonies and other stray cats—attacked the panel’s chairwoman, Lyn Yelton, and began to claim inside information about the operations of the county’s Ethics Commission. Complaints to the commission are confidential under county law and even those filing complaints are not allowed to discuss the matter publicly.
