		<description><![CDATA[Cecil County Executive Alan McCarthy announced Tuesday (3/28/2017) that he is creating a new “Department of Land use and Development Services” to place under one roof permit applications and reviews for new business and development projects to streamline functions that are currently divided among three county agencies. The expedited process, including online applications for and tracking of permit review status, would also apply to residents seeking permits for renovations or improvements for their homes. Members of the County Council were briefed on the proposal during a closed-door session Tuesday morning and a formal announcement of the plan was issued a few hours later by McCarthy’s administration. In a statement, McCarthy said a new “Department of Land Use and Development Services” would consolidate certain “services provided by Planning and Zoning, Permits and Inspections and the plans review function of the Department of Public Works.” The change would keep current staff members involved in permit reviews in those agencies, but have them work together in a single entity to enhance collaboration and speed up the review process. “This reorganization will result in greater efficiency with the plans review and permitting processes by bringing all employees that administer this function together in one [&#8230;]]]></description>

		<description><![CDATA[NEWS ANALYSIS Cecil County registered record numbers of traffic fatalities last year—and pedestrian death rates were the worst in Maryland—but the county administration recently shifted transportation project priorities away from road safety improvements, especially along Route 40 where many fatalities have occurred. Gerry Widdoes, the Chief Deputy for the Cecil County Sheriff’s Department, recently advised the County Council of traffic fatalities data compiled by the agency for 2015, showing 16 traffic fatalities on local roads, up from 14 in 2014. In an interview with Cecil Times, Widdoes, the second-ranking law enforcement official in the department, said that four pedestrian deaths were recorded, resulting in a population-adjusted death rate that was the highest in the state of Maryland. The overall traffic fatalities rate was the 8th worst in the state, on a population-adjusted basis. Cecil County’s traffic fatalities rate was twice the state average, according to Widdoes. “It’s one of the saddest statistics,” he observed. Many of the incidents occurred in areas with no sidewalks or road shoulders for pedestrians to use and some of the victims were homeless or transient people. 		<description><![CDATA[The Cecil County Council adopted the new Fiscal 2016 budget just a few weeks ago but now that the new budget year began July 1, the panel is considering several budget amendments to boost or shift around spending and the county executive is asking for an expedited approval process that would shorten the time citizens have to review or comment on such budget changes. In addition, the county administration is proposing an accounting change that would shift grant funds into a separate account—rather than being included in the budgets of individual departments that receive the grants—and accumulate an estimated $7 million in grants in the new account. That step, while providing a one-stop insight into the full range of state and federal grants received by the county, could also create the impression of $7 million in lower expenditures in departmental budgets next year, when a new budget will be crafted in the midst of an election year.
