Cecil County politics is known for the wild and weird, from the many misadventures of the “Three Amigos” on the County Commissioners board to a nose-biting incident at a polling place on election day. Just when you thought that, several years into Charter government, things had changed for the better, or at least become more sane, now we have an out-of-this-world conspiracy theory put forward on social media by a two-time election loser who still harbors dreams of a comeback in the next election. Space aliens from Elkton secretly harbor a dastardly scheme to kidnap the town of Rising Sun, suspend its charter and confiscate the whole town, to be consumed by the County Executive—no doubt seasoned with some salsa on the side. After all, the purveyor of this science fiction conspiracy, which he calls “a theory,” tried to stoke fears of illegal aliens invading the county in his two most recent losing campaigns for county office, even though federal and state census and planning data show no influx of foreign-born residents. 		<description><![CDATA[A Cecil Times Special Report Valerie Falcioni, a new Cecil County Ethics Commission member appointed last December, is slated to take over the chairmanship of the panel this week, after two long-term members resigned recently. The three remaining members of the five-seat panel were all appointed last December. Falcioni is a longtime friend of Commissioner Diana Broomell (R-4) and another new member, Walt Rozanski, has donated to Broomell’s political campaigns. The third new member is William (Bruce) Hemphill, an Elkton lawyer. The opening came after Jason Allison, an Elkton lawyer and longtime panel member who had been serving as acting chairman since January, submitted his resignation on May 2. In an interview with Cecil Times, Allison said he resigned for personal reasons, citing the recent “serious illness” of his wife, Dr. Cydney Teal, who is chief medical officer at Union Hospital, and his responsibilities to help care for the couple’s two young children while also running his law practice. “For me, it was just becoming more time-consuming than I had to give,” he said of the ethics panel duties. 		<description><![CDATA[Water service provided by the Meadowview water plant in northern Cecil County was disrupted Friday for most of the day, with some business and residential customers losing all water service and others, including Gore manufacturing facilities, suffering major reductions in water pressure. The disruptions were caused by a “major system disruption” in facilities owned by United Water of Delaware, which contracts to provide daily water flows to the Meadowview facility, according to Scott Flanigan, Cecil County Director of Public Works. Tanks owned by the company failed and drained “almost immediately.” The Meadowview water system also relies on county owned-wells that continued to function normally, Flanigan said. But an on-site water tank owned by the county had been drained about a week ago for painting and maintenance so it was not available to provide back-up water supplies, he added. The problems began at about 5:45 a.m. Friday, with about 25 percent of customers losing all water and the rest suffering major reductions in water pressure. Flanigan said that some of Gore’s manufacturing processes were affected by the water pressure reductions.
