		<description><![CDATA[Cecil County Executive Tari Moore unveiled the first budget under Charter government, freezing the property tax rate, approving the hiring of 5 new Sheriff’s deputies and providing a slight boost over current aid levels for the county’s public schools. The budget will be presented to the County Council on Tuesday 3/5/12. There were smiles in the room as Moore discussed her budget at a 3/1/13 afternoon press conference in Elkton attended by county law enforcement and school officials. They didn’t get everything they wanted, but there was much more joy than pain, unlike budget deliberations in the past few years under the former County Commissioners form of government. One difficult choice in the package was Moore’s decision to insist on substantial increases in sewer usage fees paid by customers of the county-operated sewage treatment plants—a decision rejected in recent years by a majority of the Commissioners. Multiple consultant reports have warned that fees were too low to cover costs and that countywide taxpayers who were not served by the plants were being forced to pay tax dollars to subsidize residents who received such services. 		<description><![CDATA[News/News Analysis The proposed establishment of a new vocational/technical education school on the reduced-price Basell property has been embraced by much of the county’s educational and business leadership, but scorned by the Three Amigos majority of the County Commissioners. Now the county’s Treasurer, Bill Feehley, has weighed in against the plan, at the request of Commissioner Diana Broomell (R-4), in an email to members of the county’s Economic Development Commission (EDC). But Dr. D’Ette Devine, the county schools Superintendent, responded with some pointed comments in her own missive to the EDC, which is slated to hold its monthly meeting this week. Her response disputed Feehley’s assertions and calculations, which she said had been refuted in past one-on-one discussions with him, and she questioned, “It makes one wonder about the true motive” of his public objections now. 		<description><![CDATA[A citizen’s budget advisory committee urged Cecil County Commissioners Tuesday to impose a hiring freeze for most county employee positions, keep the county schools budget at the current level, and reject a proposal for a limited county-operated ambulance service. The report also urged opening up community services all over the county to receipt of “local impact aid” revenues from the Hollywood Casino in Perryville, instead of the current county policy limiting funds to projects located west of Route 272. James Butkiewicz, chairman of the panel, told the commissioners that there was “a pretty strong consensus in our committee” that the geographic restrictions on use of slots revenues “doesn’t make sense” and “local to us means the county.” It was the second year for a citizens’ panel to review county departments and programs to offer budget advice to the County Commissioners. Last year, the panel made several recommendations, on schools’ funding and cutting health benefits costs, that the Commissioners rejected. This year, the panel said that budget requests from county departments and programs exceeded projected available revenues by $14.2 million.
