News Analysis In the waning weeks of Cecil County’s commissioner form of government, which will convert to a Charter system shortly after the November election, the Three Amigos majority of the current board is pushing its agenda before one of its members is out of office. And the agendas for Tuesday’s commissioner meetings tell the tale—or is it tail? So far, the scorecard is schools out, animal ordinance revisions in. That is, no vote on a time-sensitive decision on a votech school proposal, but moving ahead with changes in the animal ordinance that were never voted on by the commissioners and holding a public hearing on it that was never authorized by a vote. Despite the request of County Commissioners Tari Moore (R-2) and Robert Hodge (R-5) that the commissioners slate a Tuesday worksession vote on the Cecil County Public Schools (CCPS) request to proceed with “due diligence” on possible acquisition of the Basell property for a new vo-tech school, the posted agenda for that meeting excludes the school issue. CCCPS officials met with the commissioners last Tuesday afternoon and upped the ante on their own financial investment in the project, including an offer for the first time to pay […]

There were tears from farm families fearful of losing their land legacy, taunts from property rights advocates and angry outbursts by Cecil County Commissioner Diana Broomell against her critics and a fellow commissioner, as an overflow crowd jammed a public hearing in Elkton Tuesday night on a proposed ‘tier” land preservation map endorsed by a three-vote majority of the Commissioners. The comments were spirited and overwhelmingly against the proposal. But at one point the verbiage spilled over into an attack by Broomell (R-4) against members of the Cecil County Patriots, the local “tea party” group that has been outspoken against the plan, and yet another attack by Broomell on her fellow county commissioner, Robert Hodge (R-5). Broomell was a prime architect of the so-called “Draft 4” version of the “tier” maps that are being drawn under directives from new state legislation designed to control land development as part of Chesapeake Bay clean-up efforts. But the core of the local controversy that played out at the public hearing was whether the “Draft 4” map puts too much privately-owned land into a no-growth category, well beyond what the county’s relatively new Comprehensive Plan called for. It was that “Draft 4” map that […]

ANALYSIS After nearly two hours of testimony from 55 people at a public hearing Tuesday evening, the Cecil County Commissioners are set to finally make decisions on a three-year process to revise animal ordinances in the county—but they ruled out consideration of some of the most significant issues posed in the often difficult relationship between humans and animals in Cecil County. As the hearing began, County Commissioners Board President James Mullin (R-1) declared that the panel would not entertain comments on “zoning” matters affecting animals. But one of the most contentious problems facing the county—noisy commercial kennels located in close proximity to residential areas and neighborhood businesses—is a direct product of flaws in the zoning code. And the Commissioners were warned several years ago about the problem and advised how to fix it, but have declined to act. A previous new ordinance drafted by a multi-member task force was put out to a public hearing over a year ago and drew support from the local Cecil County Society for the Prevention of Cruelty to Animals, Inc. (CCSPCA) and many witnesses, with only two areas of major contention: sizes of outdoor kennels and zoning issues that had allowed a large commercial […]
