		<description><![CDATA[For the past several months, a vocal group of local residents and allies in environmental groups have protested, waved signs and flocked to Cecil County government meetings to protest a proposed new organic chicken farm near Zion that they feel will reduce their property values and cause environmental harm. On Tuesday, they brought a public health expert to Elkton to argue their case. But the expert, Dr. Jillian Fry, an assistant scientist and project director at the Center for a Livable Future at the Johns Hopkins University’s Bloomberg School of Public Health, repeatedly said under questions from County Council members that scientific data was unavailable to document certain health risks or “the science isn’t there yet.” Nevertheless, Fry said, “It seems people interpret a lack of local evidence proves there is no risk and that’s not true.” Fry noted that air pollution and emissions of particulate matter from large-scale poultry operations, such as those on the lower Eastern Shore, posed a greater risk of asthma for humans living near the farms. Large exhaust fans on chicken houses emit ammonia, “pathogens,” particulates and Volatile Organic Compounds (VOC’s), Fry said. 		<description><![CDATA[A Cecil County citizen oversight panel on animal control has voted to ease several controversial regulations for dog kennel operators, but the group refused to consider concerns raised by citizens&#8211; including the victim of an attack by a ‘foster’ dog placed in her home by A Buddy for Life, the county’s paid contractor for animal control that the panel is supposed to oversee. About two dozen citizens packed a small meeting room at the county administration building in Elkton Friday night (11/8/13), when four of the five members of the Animal Care and Control Oversight Commission met to review some kennel regulations and approve several proposed changes. County Executive Tari Moore recently suspended the current rules until next spring so that the oversight panel could draft revisions that will be submitted to her and the County Council. 		<description><![CDATA[About 20 tractors, in classic John Deere green and a few blue Fords, formed a political conga line on Route 40 Tuesday afternoon and circled the Cecil County administration building in Elkton, to protest a map adopted by a majority of County Commissioners that would sharply limit many farmers’ property rights. It was the second consecutive day of repudiation for a so-called “tier” map adopted earlier this month by the Three Amigos faction of the Cecil County Commissioners—Diana Broomell (R-4), James Mullin (R-1) and Michael Dunn (R-3.) On Monday, the county Planning Commission rejected that proposal and instead will develop its own map, based upon the county’s Comprehensive Plan, that would still protect farm and rural areas from development but would not impose more restrictive limits advocated by the Three Amigos. The tractorcade assembled at the old Wal-Mart site at Whitehall Road and proceeded east on Route 40, accompanied by Elkton town police and county Sheriff’s cars with flashing lights. Traffic was not delayed much as the single-file tractorcade occupied the right lane so motorists could pass. But Chesapeake Boulevard had a long backup as the tractors moved slowly toward the county building and began their circuit around the building. [&#8230;]]]></description>
