		<description><![CDATA[NEWS ANALYSIS Amanda Bessicks, the newly-elected Cecil County State’s Attorney, is resigning her post as of 3/15/2019 due to health reasons, according to a letter sent to the county Circuit Court administrative judge.. Her resignation cuts short a promising career as the county’s chief prosecutor and a reform-minded leader for an office that has been mired in turmoil since her predecessor was charged and convicted in an indecent exposure/disorderly conduct case in 2017. And her decision to resign her position, so that a successor can be named quickly, reflects a level of character and public service that had been absent in the recent past history of the office. Former State’s Attorney Ellis (E.D.E.) Rollins continued to collect a salary and benefits for many months while he unsuccessfully fought, and appealed, the charges against him—while not actually performing the duties of the office. Taking a leave of absence to address her medical issues would have been an understandable, and fully appropriate, course of action while not actually surrendering the office and title. But her decision to step aside clears the path for the Circuit Court judges to name either an interim or permanent State’s Attorney to lead the office until the [&#8230;]]]></description>

		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Karl.H. Fockler, a candidate for Cecil County State’s Attorney in the June Republican primary, is under court-ordered garnishment of his salary as a prosecutor due to court judgements for millions of dollars in unpaid debts. If elected state’s attorney, he would get a major pay boost and would be in charge of managing a more than $2.4 million annual budget, virtually all of which is provided directly by county taxpayers. Multiple Circuit Court judgements, in Cecil County and other jurisdictions, total at least $1.8 million for unpaid debts against Fockler while another judgment against Karl Fockler and his wife, Suzanne, amounts to $473,014, bringing the total to over $2.3 million. Several other judgements or liens, including for unpaid state and federal taxes, were also filed but were subsequently listed as “satisfied,” or paid off, according to state court records. In addition, Karl Fockler and his brother, Edwin B. 		<description><![CDATA[The three candidates running for Cecil County State’s Attorney in the June Republican primary have drawn very different bases of financial support for their campaigns, with one candidate drawing most of her support from just three aligned donors, another tapping the traditional lawyer donations, and the third relying mostly on small donors and his own pocket. Between the time she created her campaign committee on 2/8/2018 and 4/10/2018, Amanda Bessicks, a 34-year-old assistant State&#8217;s Attorney in Cecil County and a political newcomer, received donations of $14,350, plus an “in-kind” donation of a billboard, valued at $1,000, from attorney John Downs. She received a $1,000 donation listed on state records as coming from “Edward D. Rollins,” which Bessicks clarified was from Edward D.E. “Ellis” Rollins, the former Cecil County State’s Attorney, who hired Bessicks to work in that office. Ellis Rollins resigned his post after his conviction on two counts stemming from an indecent exposure case involving his conduct at an Ocean City hotel. Since Rollins’ departure last year, the office has been run on an interim basis by Steve Trostle, who was named to the post by the judges of the Circuit Court.
