		<description><![CDATA[When Cecil County elected officials and members of the state delegation representing the county in Annapolis—all Republicans&#8211; met this week to discuss legislative priorities for 2015, it was a lovefest of optimism for the administration of Governor-elect Larry Hogan. But some officials cautioned that a looming state budget crisis means that there may not be any immediate fiscal help for Cecil County. The best the county can hope for short-term, several officials said, would be some relief from regulations imposed by Annapolis on local land use decisions, environmental mandates, and regulatory burdens that discourage business development. Cecil County Executive Tari Moore, all five members of the County Council, and all Delegates and Senators representing Cecil County attended the meeting at the county administration building in Elkton. But two Democrats —Del. David Rudolph and Del Mary-Dulaney James— who were fixtures for many years at similar sessions in the past were no longer in the room. Rudolph was defeated for re-election from his Cecil County district while James lost a bid for a Harford County-based Senate seat. 		<description><![CDATA[News Analysis Cecil County Commissioners adopted a get-tough stance Tuesday against a state-mandated “tiers” land preservation map&#8211;which local farmers fear would strip them of property rights—and said they would defer any action until a summit meeting with other rural counties and consideration of legal action against the state. On the surface it might look like a victory for farmers and property rights activists who jammed a recent public hearing to protest the “Draft 4” tier map that a 3-2 majority of the commissioners approved to put out to hearing. 		<description><![CDATA[There were tears from farm families fearful of losing their land legacy, taunts from property rights advocates and angry outbursts by Cecil County Commissioner Diana Broomell against her critics and a fellow commissioner, as an overflow crowd jammed a public hearing in Elkton Tuesday night on a proposed ‘tier” land preservation map endorsed by a three-vote majority of the Commissioners. The comments were spirited and overwhelmingly against the proposal. But at one point the verbiage spilled over into an attack by Broomell (R-4) against members of the Cecil County Patriots, the local “tea party” group that has been outspoken against the plan, and yet another attack by Broomell on her fellow county commissioner, Robert Hodge (R-5). Broomell was a prime architect of the so-called “Draft 4” version of the “tier” maps that are being drawn under directives from new state legislation designed to control land development as part of Chesapeake Bay clean-up efforts.
