EX-SHERIFF JANNEY CONSIDERS SECURITY CHIEF JOB FOR PROPOSED POT FARM Former Cecil County Sheriff Barry Janney, who is currently the chief of the Community Corrections unit of the county’s Detention Center, has joined a group of Harford County residents and businessmen in a bid to obtain one of 15 state licenses for a medical marijuana growing facility. In a highly competitive process, a special state commission is expected to pick the successful winners from hundreds of applicants in the next month or so. Janney is involved with an operation, “True Health Chesapeake, LLC,” that was first identified as an applicant by The Washington Post, which filed freedom of information requests to obtain names of persons associated with applicants for pot farm licenses. However, The Post identified the proposed location of the True Health facility as in Cecil County, but Janney told Cecil Times that in fact the planned operation would be located in the agricultural area of northern Harford County near Jarrettsville. Cecil County Sheriff Scott Adams told Cecil Times he had discussed the matter with Janney and made it clear that if the facility were to be licensed by the state, Janney would be “out” of his Cecil County […]

US Rep. Andy Harris (R-1) brought his anti-marijuana campaign to Cecil County this week, challenging the medicinal merits of pot for seriously ill patients and calling the state’s new medical marijuana program a stalking-horse for full legalization for recreational use. And while condemning the recent implementation of a voter referendum to legalize marijuana in Washington, DC, he backpedaled from earlier demands for criminal prosecution of the DC mayor for her role in the process. Harris requested the 3/9/15 meeting in Elkton with the Cecil County Council, County Executive Tari Moore and county Health Officer Stephanie Garrity that was called to discuss anti-drug initiatives in Washington and locally. Garrity gave Harris a run-down, with charts, of local efforts to prevent drug abuse and help addicts with treatment and recovery programs. For his part, Harris, who is a physician, expounded on his views against medical marijuana and recent moves in several states and the District of Columbia to legalize pot for recreational use. He also dismissed the merits of a newly revised Maryland law that decriminalizes, but does not legalize, possession of small quantities of pot for personal use. And he questioned the validity of Maryland’s newly established process of establishing a […]

A CECIL TIMES SPECIAL REPORT A high-tech medical marijuana farm could be located in Cecil County under a proposal from a Howard County businessman presented to county officials, including local health and law enforcement leaders. A possible site is owned by Cecil County Council President Robert Hodge (R-5). Carey Millstein, who has operated a pecan nut exporting business, presented his proposal before the County Council, County Executive Tari Moore, Sheriff Scott Adams, and county health officer Stephanie Garrity on Tuesday. The Elkton meeting was closed to the public, under cited provisions of the state open meetings law governing a proposal for a business to locate in the state. However, Millstein spoke in a loud voice that was audible outside the closed doors. In a subsequent interview with Cecil Times, Millstein spoke at length about his plans and thoughts about the need for medical marijuana, his passion on the issue stemming from family members’ medical issues, the state regulatory environment, and his reasons for looking at Cecil County, among other locations, for his proposed operations. Millstein’s plans are still very preliminary—as is the state framework for regulating and overseeing such operations—and he has not selected any particular location in the county […]
