		<description><![CDATA[Cecil County voters turned out in force for in-person voting on Tuesday (11/8/2022), but the final outcomes of multiple races will not be determined until the completion of the next week and a half of scheduled Board of Elections (BOE) counts of mail-in and provisional ballots. But initial counts in the District 4 school board contest indicate an upset win for Renee Dixon over incumbent William Malesh. In two County Council races with organized write-in vote campaigns, the mechanics of vote counting showed totals of all write-ins from in-person early voting and Election Day ballots but did not yet allocate any votes to the declared write-in candidates. (Ballot scanners automatically register marked ovals indicating a write-in vote was being cast, but a separate BOE staff review is required to allocate those votes to candidates who have formally qualified under election rules to be counted by name.) But the initial counts indicate that even when write in votes are eventually counted, the uphill challenges to winners of the Republican primary in Districts 2 and 4 are unlikely to succeed. 		<description><![CDATA[NEWS ANALYSIS The old political wisdom, “all politics is local,” is being turned on its head in the District 5 race for Cecil County Council, with the incumbent, Jackie Gregory, raking in Annapolis and Washington campaign donations while her opponent in the 2020 Republican primary election, Don Harmer, is relying on Cecil County supporters, according to new campaign finance reports filed with the state Board of Elections. Gregory has received a total of $6,303 in contributions, political committee transfers, event ticket proceeds and “in kind” donations of services, with expenditures of $1,001. She reported a remaining bank balance of $5,301 in as yet unspent money. Her donations included money from residents of Delaware and Pennsylvania as well as the Annapolis area and other non-Cecil County locales. The most interesting aspect of Gregory’s campaign finance report, which covered activity in 2019 up until 1/8/2020, is the proportion of her political money that came from state and federal political candidates’ accounts&#8211; $2,350 of her total of all funds raised. That figure is almost as much as the $2,638 she received in direct contributions from individuals. State Sen. 		<description><![CDATA[NEWS ANALYSIS It took a week for the official paperwork to be posted in state elections records, but Ewing McDowell’s candidacy for Cecil County Executive is now official: the Rising Sun farm businessman is in the GOP primary race. But another potential rival—Danielle Hornberger—is playing coy as her husband, state Del. Kevin Hornberger (R-35), touts a fundraiser guessing game, asking people to pay money to learn what her political plans are. Even in Cecil County, where politics is often an oddball game, the Hornbergers are throwing a new pitch from right field. “Danielle Hornberger for ??? Give it your best shot, Guess what Danielle’s running for,” Mr. Hornberger declared on social media and in emails, soliciting attendance at a 10/3/2019 “piggy roast” with a “minimum donation of $20” to attend and seeking “sponsorship” donations as well for the event at which his wife will reveal her political plans. Mrs. Hornberger has filed required state Board of Elections paperwork to register a campaign finance committee but so far has not filed a certificate of candidacy stating what office she is running for.
