		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger has lobbed an insult-laden video attack on the County Council for daring to disagree with her on an Elkton town land annexation case, claiming in a fact-free screed that Councilors were “bought and paid for” by developers—despite the fact that most of the Councilors had minimal campaign donations of any kind while she accepted multiple large donations from real estate interests. In addition, Hornberger’s appointed county attorney—Lawrence Scott, an Annapolis political consultant and lobbyist who never appeared in any state courtroom or even entered written legal representation on behalf of a client, according to the state Courts database—has tried to bully the Council on several issues, including solar panel farm legislation and the annexation case. Scott even made up his own facts recently to rail against and try to block cameras on school buses to catch car drivers who illegally pass a bus. The cameras are provided at no charge by a private firm that will collect fines and split the revenues with the county schools. 		<description><![CDATA[NEWS ANALYSIS Even before Danielle Hornberger raised her hand and took the oath of office as Cecil County’s new County Executive on Monday (12/7/2020), some county department heads were already locked out of their computers and within an hour or two ousted from the county administration building in Elkton. The purge was carried out by Dan Schneckenburger, nominated but not yet confirmed as required by the County Council for the Director of Administration position, sources said. Schneckenburger is a two-time election loser in county politics, having served one term on the County Council but losing a bid for re-election to his seat two years ago and also losing a run for County Executive against Alan McCarthy four years ago. McCarthy lost his bid for re-election to Hornberger this year in the June Republican primary. 		<description><![CDATA[Cecil County Executive Alan McCarthy announced Tuesday (3/28/2017) that he is creating a new “Department of Land use and Development Services” to place under one roof permit applications and reviews for new business and development projects to streamline functions that are currently divided among three county agencies. The expedited process, including online applications for and tracking of permit review status, would also apply to residents seeking permits for renovations or improvements for their homes. Members of the County Council were briefed on the proposal during a closed-door session Tuesday morning and a formal announcement of the plan was issued a few hours later by McCarthy’s administration. In a statement, McCarthy said a new “Department of Land Use and Development Services” would consolidate certain “services provided by Planning and Zoning, Permits and Inspections and the plans review function of the Department of Public Works.” The change would keep current staff members involved in permit reviews in those agencies, but have them work together in a single entity to enhance collaboration and speed up the review process. “This reorganization will result in greater efficiency with the plans review and permitting processes by bringing all employees that administer this function together in one [&#8230;]]]></description>
