		<description><![CDATA[It was the first public political sighting of Pamela Bailey, who has been incognito since she won the early April primary to become the Democratic candidate for the District 1 Cecil County Council seat, when she showed up in Elkton Tuesday night at a candidates’ forum. Some Democrats may have wished she stayed home. Bailey, a secretary at the county’s School of Technology who also ran for the seat and lost four years ago, showed minimal knowledge of the current fight over “tiers” land use policies mandated by state legislation, SB236, and mis-stated the terms of a south county ambulance proposal that she claimed as her signature “behind the scenes” work effort on county policy issues. Her opponent, Dr. Alan McCarthy, a veterinarian and businessman who defeated incumbent James Mullin in the Republican primary by a wide margin, outlined his business experience and advocated completion of infrastructure in the county’s growth corridor, a stand-up-and-fight stance against the state’s land use mandates, and creation of a ‘business-friendly’ environment to bring jobs and an expanded economic base to the county. 		<description><![CDATA[About 20 tractors, in classic John Deere green and a few blue Fords, formed a political conga line on Route 40 Tuesday afternoon and circled the Cecil County administration building in Elkton, to protest a map adopted by a majority of County Commissioners that would sharply limit many farmers’ property rights. It was the second consecutive day of repudiation for a so-called “tier” map adopted earlier this month by the Three Amigos faction of the Cecil County Commissioners—Diana Broomell (R-4), James Mullin (R-1) and Michael Dunn (R-3.) On Monday, the county Planning Commission rejected that proposal and instead will develop its own map, based upon the county’s Comprehensive Plan, that would still protect farm and rural areas from development but would not impose more restrictive limits advocated by the Three Amigos. The tractorcade assembled at the old Wal-Mart site at Whitehall Road and proceeded east on Route 40, accompanied by Elkton town police and county Sheriff’s cars with flashing lights. Traffic was not delayed much as the single-file tractorcade occupied the right lane so motorists could pass. 		<description><![CDATA[It may be the Cecil County environmental equivalent of “don’t ask, don’t tell” when the county submits to the state of Maryland a mandated preliminary plan on curbing pollution of the Chesapeake Bay. Cecil County Director of Public Works Scott Flanigan told the County Commissioners on Tuesday that lawyers for statewide stormwater and wastewater (sewers) organizations have advised local and county governments to say as little as possible on specific details for complying with pollution reduction goals as part of “watershed implementation plan” (WIP) mandates. Keep it vague and with no commitments, the lawyers advised, so that the counties cannot be held responsible for detailed and specific targets—and their costs—for pollution reduction measures. The sense of relief among the Cecil County Commissioners was palpable in the room on Tuesday, as they realized they would not have to make some very tough political decisions on pollution reduction measures in the next few weeks to meet previously declared deadlines for a county WIP plan.
