		<description><![CDATA[Governor Martin O’Malley announced Wednesday he has appointed Republican Del. Steve Hershey, of Queen Anne’s County, to the state Senate&#8211; rejecting Cecil County Del. Michael Smigiel’s bid to fill the seat vacated by his former political ally and mentor E.J. Pipkin. As a result, there will be a new process to fill Hershey’s Delegate seat, with Jeff Ghrist, a Caroline County commissioner, having the inside track, sources say. Hershey disclosed, via Facebook, that he had a late Tuesday evening phone call from the governor informing him that he had been selected for the post. “I am both thrilled and humbled by all the support I received during this appointment process,” Hershey wrote. “I am looking forward to serving the 36th District in this new role.” Since Pipkin—who surprised the local and state political world in early August by announcing he was resigning his seat and post as state Senate Minority Leader to move to Texas and study sports management—was a Republican, it was up to the local GOP party committees in the district to pick a replacement to fill out the year and a half remainder of his term. 		<description><![CDATA[AN APPRECIATION Nelson Bolender was a forgiving man. From misbehaving teenagers who ran afoul of the principal of Elkton High to critics or foes in Cecil County politics, Nelson Bolender practiced the often lost art of being able to disagree without being disagreeable. He took some bold and at times controversial steps during his two terms as a County Commissioner but always did so with respect for those who did not support his positions. And most of those who disagreed with him respected him in return. Name-calling, of the sort we have come to witness with all too frequent regularity in the past few years in county politics, was simply not in his vocabulary or personality. He was never one to hold a grudge, tally up an “enemies list,” or make allegations or unfounded accusations against political rivals. In politics, he was a Democrat at a time when Democrats still dominated Cecil County elections. But he was never a partisan ideologue. He forged agreements with Republicans or independents if it was in the best interests of Cecil County. And even when Cecil County voters turned their back on him, he never turned his back on his beloved county. Cecil County [&#8230;]]]></description>

		<description><![CDATA[The new Cecil County Council continued its 2-2 stalemate Tuesday as Cecil County Executive Tari Moore held off on appointing a successor to her old District 2 seat and asked for approval of a special legal counsel to represent the county in possible court challenges to her appointment. The County Council, in its first meeting of the new year, failed to act on approving several of Moore’s executive staff appointments. In December, the panel deadlocked, 2-2, on ratifying Al Wein—the veteran county administrator nominated by Moore to become the Director of Administration under the new Charter government. But with no new Council member to break the tie, this time the Council deferred formal action on several appointees since a deadlocked outcome was inevitable. Also on Moore’s list of appointees are Winston Robinson, former chief financial officer for the City of Wilmington, DE and unsuccessful candidate for the Democratic nomination for Cecil County Executive, as Director of Finance; and Jason Allison, an Elkton lawyer, former chair of the county’s Ethics Commission and legal counsel to the county zoning Board of Appeals, to become the county attorney.
