		<description><![CDATA[NEWS ANALYSIS Cecil County Council member George Patchell (R-4), a two-term elected official from Perryville and a consistently thoughtful and nonpartisan voice on many local issues, is resigning from the panel to take a job as the Perryville town administrator. His departure will set off a potentially politically fraught process, led by the local Republican Central Committee to nominate three names for his replacement and a vote by the remaining four Council members to fill the seat. Patchell submitted a letter of resignation on Friday (9/17/2021) but he delayed the effective date for a month, until 10/17/2021. That time frame will still give him a voice in a number of major issues pending before the Council, including solar farm legislation. All five current members of the Council are Republicans, and Patchell told CECIL TIMES that he will retain his GOP party affiliation as he heads out the Council door—a step that sets a major role for the Republican Central Committee, which is dominated by non-elected partisans aligned with County Executive Danielle Hornberger, her husband, Del. Larry Hogan has a plan to re-open the state’s economy in a safe, staged fashion while coping with the COVID-19 pandemic but the numbers—rising infections, deaths and miniscule testing rates in the state—are getting in the way. And while most of the state’s virus testing, hospital expansion and emergency steps have focused on the Baltimore area and Washington suburbs, there is a growing threat on the Eastern Shore that has not been addressed. Unless the state steps up its attention to the rising virus problems on the Eastern Shore, we will be left to wonder if that famous New York Post headline of many years ago might be revived and modified to assert: “Hogan to Shore: Drop Dead.” On Tuesday (4/28/2020), the Cecil County Health Department reported, as it had a day earlier, that the local death toll from the virus stood at 8 people and provided an updated count of 165 residents testing positive for the virus. 		<description><![CDATA[Maryland has ordered public schools in the state to remain closed until 4/24/2020, extending for a month an earlier two-week shutdown due to the COVID-19 virus outbreak, leaving thousands of Cecil County students at home as school officials prepare to roll out new online learning programs. Standing with Gov. Larry Hogan in Annapolis, State Superintendent of Schools Karen Salmon announced Wednesday (3/25/2020) that all Maryland public schools will now remain closed for another four weeks in an effort to slow down the spread of the virus. &#8220;I am working in concert with all local school system superintendents, including multiple calls per week, in order to provide the continuity of learning to all of our students in every jurisdiction across the State of Maryland during this time,&#8221; she said. “We plan to resume the continuity of learning next week, and we will be working closely with local superintendents, school administrators, and our teachers to activate that plan.&#8221; She did not rule out another closure order, possible for the rest of the school year, after the current order expires.
