		<description><![CDATA[Cecil County Executive Alan McCarthy announced Tuesday (3/28/2017) that he is creating a new “Department of Land use and Development Services” to place under one roof permit applications and reviews for new business and development projects to streamline functions that are currently divided among three county agencies. The expedited process, including online applications for and tracking of permit review status, would also apply to residents seeking permits for renovations or improvements for their homes. Members of the County Council were briefed on the proposal during a closed-door session Tuesday morning and a formal announcement of the plan was issued a few hours later by McCarthy’s administration. In a statement, McCarthy said a new “Department of Land Use and Development Services” would consolidate certain “services provided by Planning and Zoning, Permits and Inspections and the plans review function of the Department of Public Works.” The change would keep current staff members involved in permit reviews in those agencies, but have them work together in a single entity to enhance collaboration and speed up the review process. “This reorganization will result in greater efficiency with the plans review and permitting processes by bringing all employees that administer this function together in one [&#8230;]]]></description>

		<description><![CDATA[A local hot-button issue—mandatory fire sprinklers in newly built single-family homes—is back before the Cecil County Council, but this time the county will be unable to opt-out of sprinkler regulations that the old Board of Commissioners reversed over three years ago. As a result, there could be a rush to obtain building permits for new construction before the projected effective date of 8/18/15 for the new regulations, county officials agreed. That could mean a boost of at least proposed new single-family home construction, after a lackluster, minimal 2014 pace of new single-family home construction in the county. Pat Conway, director of permits and inspections for the county, told the County Council on Tuesday that a new building code must be adopted this year under state regulations and that the new county code must comply with changes made in the statewide code since the county last adopted its own regulations. “It’s state law,” that all newly constructed single family homes must be equipped with fire-suppression sprinkler systems, Conway said. 		<description><![CDATA[A stumbling block to bringing safe, clean water to three Earleville communities with wells polluted by a US Army Corps of Engineers dredge spoil dumpsite has been overcome with a new commitment by state environmental officials to require homes to connect to the water system once it is completed. Without such state action, there were concerns that there could be cross-contamination from old wells or too few homes would tie-in to the new system to make it financially viable. The Town of Cecilton is planning to run a seven-mile water pipeline from the town to serve the Earleville communities of West View Shores, Bay View Estates, and Sunset Pointe. In an 8/21/14 letter to top Cecil County officials, Robert Summers, Secretary of the Maryland Department of the Environment (MDE), wrote that after the new water system is finished, “the Department will take the actions necessary to require residents to connect” to the new water lines. In addition, Summers said, “the Department may also order that the property be connected and that the well be abandoned where an existing well is or could become prejudicial to public health.” And MDE “supports the abandonment and sealing of all on-site wells to avoid [&#8230;]]]></description>
