		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger (R) submitted her proposed Fiscal 2023 budget to the County Council on 4/1/2022, providing a penny cut on the property tax rate, the minimum state-required aid level for county schools and Cecil College, and a “Blue Ribbon Commission” to look at law enforcement pay scales—but no extra pay beyond their current bare bones union contract. The one indication that Hornberger may have begun listening to upset county residents was her attempt to make up in part for her Fiscal 2022 assault on the county public libraries, which suffered the deepest cuts of any agency in the current budget. That policy forced major cutbacks in public services&#8211; while also making library staff the only county employees to receive no cost of living pay raises this budget year. 		<description><![CDATA[NEWS ANALYSIS The script for a citizens’ “town hall” meeting this week on the upcoming Fiscal 2016 Cecil County budget was much the same as similar sessions in the past: the majority of speakers advocated for public schools and library spending and predict dire consequences if these popular programs do not get what their leaders want. But the fiscal realities of the new budget should bring a dose of reality and lower expectations, both for citizens and the county government itself. Cecil County Executive Tari Moore hosted the session 1/13/15 and tried to sound some warnings about the fiscal situation. “We have less revenue to work with,” she said, citing recent state aid cuts approved by the Board of Public Works affecting the current Fiscal 2015 county budget. And with the new Gov. Larry Hogan having to find hundreds of millions of dollars in additional spending cuts to balance his own upcoming budget, Cecil County will no doubt face more cutbacks in state assistance. 		<description><![CDATA[The Maryland General Assembly has passed legislation boosting future salaries for the Cecil County Sheriff and the three judges on the county’s Orphans Court, but the sheriff will still be paid less than law enforcement heads in many other smaller counties with less crime and fewer responsibilities. The legislation, SB936, was sponsored by Cecil County’s two senators, Nancy Jacobs (R-34) and Steve Hershey (R-36). There was no companion bill offered in the House by the county’s delegates, but the Senate bill cleared both chambers without any dissenting votes. The Senate initially endorsed the bill on 3/4/14—with amendments to add a late request from the Orphans Court judges for a pay boost—while the House voted 134-0 on 4/4/14 to approve the measure. The salary increases would not take effect until after the November general election, when a new Sheriff will be elected and the court seats are also on the ballot. Barry Janney, the current county Sheriff, is retiring at the end of the year and there is a broad field of candidates seeking to replace him.
