		<description><![CDATA[The Maryland General Assembly has passed legislation boosting future salaries for the Cecil County Sheriff and the three judges on the county’s Orphans Court, but the sheriff will still be paid less than law enforcement heads in many other smaller counties with less crime and fewer responsibilities. The legislation, SB936, was sponsored by Cecil County’s two senators, Nancy Jacobs (R-34) and Steve Hershey (R-36). There was no companion bill offered in the House by the county’s delegates, but the Senate bill cleared both chambers without any dissenting votes. The Senate initially endorsed the bill on 3/4/14—with amendments to add a late request from the Orphans Court judges for a pay boost—while the House voted 134-0 on 4/4/14 to approve the measure. The salary increases would not take effect until after the November general election, when a new Sheriff will be elected and the court seats are also on the ballot. Barry Janney, the current county Sheriff, is retiring at the end of the year and there is a broad field of candidates seeking to replace him. 		<description><![CDATA[Cecil County Executive Tari Moore proposed a new Fiscal 2015 budget that would freeze property tax rates, add one new Sheriff’s deputy to the force and boost public schools spending by 3.5 percent, including a rising share of teacher pension costs dumped on the county by the state. For the second consecutive year, Moore would balance her budget by tapping more than $4.1 million from reserve funds, or “fund balance” accounts. Moore’s current year budget called for using $4 million of reserve funds but the County Council made some last-minute cuts in schools, libraries and the Sheriff’s budget that brought the hit on reserves down to $3.3 million this year. Also for the second consecutive year, Moore’s budget would freeze local property tax rates at .9907 per $100 of assessed property value. While most homeowners will face no increases, some residents whose properties are re-assessed this year by the state may have higher property values to which their tax rate is applied. 		<description><![CDATA[Sandy Maruchi Turner, Cecil County’s tourism co-ordinator, asked the County Commissioners Tuesday to break off tourism promotion programs from the county’s Economic Development department and create a separate agency, with a pay raise for the new “department head.” Turner told Cecil Times after the commissioners’ worksession that she was more familiar with the figure for her take-home pay but believed her gross annual salary is currently $67,000. She said she had no idea what the appropriate pay increase should be for her position if the Commissioners were to agree with the proposal to split tourism into a separate county department. Turner presented a “tourism strategic plan” to the commissioners, approved by the Cecil County Tourism Committee, a volunteer group that advises on tourism promotion. Included in that plan was the proposal to sever tourism programs, and the co-ordinator’s position, from the Economic Development department. The tourism office is currently located in free office space provided by the Perryville Outlets, while the Economic Development office is located in the county office building in Elkton.
