		<description><![CDATA[Wayne Tome, Sr., a former Cecil County Commissioner, veteran firefighter and president of the county’s volunteer fire company association, filed on Wednesday as a candidate for County Executive. Tome was the only Democrat to file for any county office in this year’s election, and his entry assures voters they will have a choice of candidates for the top elected post in the county in the November general election. Four Republicans had previously filed for County Executive in their party’s primary election, which will be held on April 26. Only voters who have registered as Republicans can cast ballots in that party’s contest. Since Tome is unopposed in the Democratic primary, he is assured of a spot on the November general election ballot, facing the winner of the GOP primary. All current Cecil County elected offices (except the School Board, which is elected on a non-partisan basis) are held by Republicans. GOP voter registration holds a small edge over Democratic registrations, while there is a substantial and growing bloc of independent voters who register as “unaffiliated” with any political party. 		<description><![CDATA[In the crowded Republican primary for Cecil County executive, current Commissioner Tari Moore (R-2) is the top fundraiser while fellow Commissioner and candidate Diana Broomell (R-4) got money from an Ethics panel appointee she championed. And “Smipkin” political machine candidate Michael A. Dawson is primarily financed by a liquor licensee found guilty of selling booze to minors, county records show. Such are the numbers and surprises associated with the most recently filed campaign finance reports for Republican candidates in the April 3 GOP primary for Cecil County’s first-ever County Executive under the new Charter form of government approved by voters in 2010. Charter government will take effect after this year’s election for county executive and two County Council members, in Districts 1 and 5. The multiple candidates in the Republican primary election for Cecil County Executive filed campaign finance reports with the state Board of Elections recently. The pre-primary reports cover campaign fundraising and expenditures this year since early January through 3/18/12. Candidates will also be required to submit post-primary reports, and in practical terms, many candidates delay filing a full accounting of donations and expenditures until after the primary election. 		<description><![CDATA[Candidates for Cecil County Executive have been mostly slow to fundraise before the upcoming April Democratic and Republican primaries that will narrow the crowded field of candidates. But North East Mayor Robert McKnight, a Democrat, leads the pack with $7,000 in donations mostly linked to developer Clark Turner, according to a Cecil Times review of reports filed with the state Board of Elections. McKnight’s campaign finance report lists total contributions of $7,000 and expenditures of nearly $252, leaving a cash balance of $6,748. The report lists donations from his October, 2011 filing as a candidate through 1/11/12. Nearly all of McKnight’s donations came from individuals and businesses associated with developer Clark Turner. Turner himself provided the largest single donation, $2,000. Dan Whitehurst, a Clark Turner companies executive who often appears before Cecil County Commissioners and agencies on behalf of the firm, donated $1,000. Christopher R. Smith, who joined the Turner companies in 2008 as a land development manager, gave $1,000. Several Turner-related businesses also contributed: CT Charlestown Crossing LLC, $1,000; and North East Commons, LLC, $1,000.
