Sometimes, even if the numbers don’t add up, singing about money can be a serenade for election year love. By a vote of 4-1, the County Council approved the executive’s budget for the fiscal year beginning 7/1/2019, which freezes the county property tax rate at the same rate that has been in effect for the past two years. The budget also provides a substantial spending boost for county schools, which receive the largest overall spending allocation from county taxpayers. County Councilor Jackie Gregory (R-5) voted against the operating budget, the capital budget, and legislation to formalize the property tax rate. She did not offer any specific spending cut amendments to the budget at the evening session, just as she failed to do in previous worksessions on the budget, and instead cited President Trump and Governor Hogan as her inspirations. 		<description><![CDATA[Cecil County Executive Alan McCarthy unveiled his new Fiscal 2020 budget plan on Friday (3/29/2019), freezing property and income tax rates at current levels and boosting school spending by $2.44 million, or 3.6 percent above the state-mandated local aid for the schools. The budget, McCarthy’s third since taking office, continues his stated policy of refusing to tap into emergency and fiscal cushion reserve funds and enacting “pay as you go” budgets that balance expenditures with available revenues each year. 		<description><![CDATA[As the Cecil County Council begins deliberations on the county’s budget for the upcoming fiscal year, county finance officials told the Council that despite the still lagging economy the county’s general budget funds are expected to end the current fiscal year just $25,000 off target. But the county’s so-called “enterprise funds”—such as water and sewage treatment accounts that are supposed to be self-supporting by fees paid by users of the services—are still costing more than they bring in from user fees. As a result, those funds are incurring IOUs to the county’s general funds that are supposed to only support countywide services to all taxpayers. County Director of Finance Winston Robinson told the Council on Tuesday that although revenues from the state’s pass-through of the county’s share of income tax revenues is about $1 million off previous projections, increased revenues from other sources have offset much of the slack. “I feel happy and thrilled,” Robinson said, that his department’s projections were so close to the mark. Cecil County’s unemployment rate is still higher than the state average, and job growth here is often stymied by the lack of infrastructure that attracts new businesses to other nearby areas.
