		<description><![CDATA[A CECIL TIMES Special Report Redevelopment of the sprawling 1,185-acre Bainbridge site in Port Deposit, stalled for two decades by environmental and logistical problems, was celebrated by Gov. Hogan recently as a flag was raised on the first of three stages of the project that he praised as a model of economic development. But a last-minute provision secretly inserted into a parks bill by Del. Kevin Hornberger (R-35) could complicate or derail the next phase of the economic revitalization plan and, state legislative analysts say, jeopardize anticipated revenues to Cecil County and the town of Port Deposit. In addition, the long wished-for re-use of the historic Tome School property—devastated by arsonists and looters over the years—is also in jeopardy under provisions that could prevent private re-development of that 50-acre portion of the Bainbridge site through historic preservation tax credits to save the classic façade of the school—which state historical reviewers have determined is the only salvageable part of the school. And there is no assurance in the secret plan that the state would come up with the taxpayer-provided money that would be needed to salvage Tome as part of a state park. 		<description><![CDATA[NEWS ANALYSIS The Cecil County Executive’s plan to abandon a waterfront boat ramp in Earleville, the only county recreational facility in the south county, has been quietly disclosed to local citizens via a hand-written yard sale type sign, with a public “informational meeting” scheduled at a tiny meeting room at the Cecilton library in October hosted by “administrative staff” rather than the executive or County Council. The proposal by the administration of County Executive Tari Moore was first disclosed to the County Council a week ago, and this past weekend two small yard-sale type signs were posted at the Stemmer’s Run waterfront park and boat ramp announcing a “public meeting” on Moore’s plan to abandon the facility&#8211; for which the county has a free lease from state and federal agencies, with the only county obligation being to maintain and mow the area at a cost of $5,000 a year. 		<description><![CDATA[A long-awaited consultant’s report issued on Monday outlines a multi-part strategy to improve the Fair Hill equine facilities, including a new arena with grandstands to be built in the county fairgrounds area, a visitor’s center, and VIP covered seating in the current steeplechase area. The proposals would cost up to $23.9 million if all five segments were completed. The report was prepared by Crossroads Consulting Services and presented to the Maryland Stadium Authority and the Maryland Horse Industry Board (MHIB.) MHIB has been trying for many years to develop a “horse park” but in recent years has backed away from a single, new multi-use facility. Instead, the board is seeking to promote multiple equine facilities that already exist, with enhanced marketing and facility improvements to promote equine-related tourism and economic development. The earlier concept for a major single ‘horse park’ drew strong opposition from many local residents, fearful that the peaceful and multi-use aspects of Fair Hill would be overwhelmed.
