		<description><![CDATA[A CECIL TIMES SPECIAL REPORT James Appel, the Cecil County Director of Finance who is paid more than $124,000 a year by local taxpayers, is also operating an Annapolis political campaign finances consulting business, earning at least $42,000 in 2021. At the same time, he has been working in Elkton just four days a week even as County Council members pleaded for many months for information on county expenditures and uses of millions in state and federal aid for COVID and economic relief. Council concerns and questions about fiscal transparency have grown especially since the resignation of Rebecca Anderson, the longtime deputy finance director and budget manager, about two months ago. She took a fiscal position with the County’s public schools, which operate independently from the county executive’s administration. Anderson was much admired by Council members for her diligence and straight-forward responses to Councilors’ questions. 		<description><![CDATA[Dr. Alan McCarthy, the vice president of the Cecil County Council, a veterinarian and local businessman, announced on Monday that he will be a candidate for Cecil County Executive. The Republican is the first candidate to formally announce a run for the county’s top elected post but several other potential challengers are also considering entering the race. McCarthy, who lives in Chesapeake City, emphasized economic development and job creation as key priorities for the county’s future. And he pledged to provide needed funds for “law enforcement and public safety,” while reviewing county government spending and operations to make sure taxpayers get “the biggest bang for the buck.” The county executive’s position is being vacated by Tari Moore, a Republican, who announced recently that she would not be a candidate for re-election in 2016. McCarthy was first elected to the Council in 2012, after defeating the District 1 Republican, James Mullin, a member of the old “Three Amigos” bloc that ruled the old Board of Commissioners under the direction of the former “Smipkin” political organization then headed by Del. 		<description><![CDATA[The Cecil County Council had some good news from the county library, no news from the county’s finance director and some Bad News Bears&#8211; growling about how to deal with misbehaving councilors&#8211; at a Tuesday worksession in Elkton. First the good news: the Cecil County public library has produced a video highlighting the “beauty” of the county and its attractions to start-up businesses, focusing on the owners of a very successful entrepreneurial business—Operative Experience, Inc.&#8211; that was incubated through the library’s small business development program. Denise Davis, the library director, told the Council that the owners of the company have long credited the library with helping the start-up business to launch and grow into a successful venture. So she decided to interview the owners about their experiences and why they decided to locate the operation in Cecil County. That resulted in a video, including still shots of the natural “beauty” of the county and commentary on the business benefits of the county’s location close to urban centers, as well as a local workforce providing “intelligent” and “solid” employees.
