		<description><![CDATA[NEWS ANALYSIS Campaigns for seats on the five-member Cecil County Board of Education are, by law, nonpartisan and candidates usually run low budget, mostly self-financed campaigns. But not this year, when Republican elected officials and a new political action committee created by former County Finance Director James Appel are promoting three GOP-aligned school board candidates on the general election ballot. Rep. Andy Harris (R-1) gave the PAC the maximum donation allowed by law, according to state Board of Elections records. Direct donations by County Executive Danielle Hornberger and her closest local political ally, County Councilor Jackie Gregory, indicate they are looking to install new school board members who will side with them on fiscal and other issues. In her two budgets as county executive, Hornberger provided the bare minimum level of school funds required by state law, after cutting budget proposals submitted by the current school board. If her allies take over a majority of the board, they could cut the proposed schools budget for her, before it even reaches her desk, so she would not have to take political responsibility for school spending cuts in the overall county budget. Hornberger and Gregory are expected to seek re-election in 2024. [&#8230;]]]></description>

		<description><![CDATA[NEWS ANALYSIS It took a week for the official paperwork to be posted in state elections records, but Ewing McDowell’s candidacy for Cecil County Executive is now official: the Rising Sun farm businessman is in the GOP primary race. But another potential rival—Danielle Hornberger—is playing coy as her husband, state Del. Kevin Hornberger (R-35), touts a fundraiser guessing game, asking people to pay money to learn what her political plans are. Even in Cecil County, where politics is often an oddball game, the Hornbergers are throwing a new pitch from right field. “Danielle Hornberger for ??? Give it your best shot, Guess what Danielle’s running for,” Mr. Hornberger declared on social media and in emails, soliciting attendance at a 10/3/2019 “piggy roast” with a “minimum donation of $20” to attend and seeking “sponsorship” donations as well for the event at which his wife will reveal her political plans. Mrs. Hornberger has filed required state Board of Elections paperwork to register a campaign finance committee but so far has not filed a certificate of candidacy stating what office she is running for. 		<description><![CDATA[NEWS ANALYSIS Jesse Colvin, a former US Army Ranger and the Democratic challenger in the Dist. 1 race for the US House, was polite and respectful, even as he delivered political body blows to his Republican opponent, incumbent Rep. Andy Harris during a candidates’ forum on a CECIL.TV delayed broadcast on the Internet. For his part, Harris was often dismissive, repeatedly calling his opponent by his first name—even as Colvin called him Mr., Dr., or Congressman—and referring to Colvin as a “newcomer” to the District. (Colvin is a fourth-generation Marylander who grew up in Baltimore. Harris was born in Queens, NY.) For the first time since he wrestled the District 1 seat away from Democrat Frank Kratovil in 2010, Harris is facing a well-funded challenger who has been garnering bipartisan support, including some former top national Republican officials. There has also been a torrent of Letters to the Editor in local newspapers from pro-Colvin writers, while Harris’ supporters have largely been silent.
