Thumbing his nose at citizen activists who have accused him of appointing political “cronies” to county positions, Cecil County Commissioner Michael Dunn (R-3) announced Tuesday that he will name Ted Patterson—a fellow member of the Smipkin political slate—to a seat on the citizens’ budget advisory committee. It was the fourth controversial appointment in about as many months by Dunn, who announced his intention at a Tuesday morning worksession of the county commissioners. However, unlike some past Dunn appointments, he did not try to force the issue to an immediate vote and said he would give fellow commissioners time to consider the matter. Patterson would replace Michael J. Halter, a part-time assistant state’s attorney who resigned from the budget panel recently to protest the current “political climate” among a three-member majority of the current Board of County Commissioners. In a late September resignation letter to the commissioners, Halter, a Republican, said, “In light of the current political climate, I do not feel that the majority of the County Commissioners have the public’s best interest at heart, and as such, my conscience will not allow me to be a part of the current process.” Halter was initially appointed after he wrote a […]

Owen Thorne, the controversial interim appointee to the Cecil County Planning Commission who was expected to get appointed to a full three-year term on Tuesday, is out and the political campaign treasurer for Commissioner Michael Dunn (R-3) – Skip Yust —is in. Under informal County Commissioner procedures, the seat is Dunn’s to fill, with approval of a majority of the county board. Dunn, who had engineered the interim appointment of Thorne, said that Thorne had asked to have his name withdrawn and that Yust would be his choice for the seat. Yust is a former Rising Sun town commissioner and a political ally of, and campaign contributor to, both Dunn and Commissioner Diana Broomell (R-4). Dunn made the surprise announcement at Tuesday morning’s commissioners worksession, just hours before the Commissioners were due to vote at their formal evening meeting on a candidate— expected to be Thorne– to fill the Planning Commission seat. Given the suddenness of his choice, Dunn agreed to postpone a final decision on the Yust appointment until fellow commissioners had time to review it. But Yust’s political alliances, and campaign donations, indicate he will win ultimate approval from the usual three-vote majority on the current county Board […]

While celebrating his recent birthday, controversial Cecil County Planning Commission member Owen Thorne barked his approval when his friend, Cecil County Commissioner Michael Dunn (R-3), called Thorne “the guard dog of Cecil Co.” “Ruff, Ruff,” Thorne replied to Dunn’s post on his Facebook wall. “Hey, am I still a planning commissioner next month?” Dunn is trying to give Thorne a belated birthday present with renewal of his interim appointment to the planning panel. And Thorne has already been handed an influential subcommittee chairmanship that could largely determine how land preservation funds are allocated. Members of the Cecil County Patriots, the local tea party organization, howled back at the ‘guard dog’ Tuesday during the public comment section of the county commissioners’ meeting. At an earlier worksession of the commissioners, Dunn refused even to say in public who he would be naming to represent his district on the planning panel. But the tea party people had marked their calendars on when Thorne’s interim appointment would expire in August. The county commissioners were due to vote on the un-named appointee on Tuesday but put action off until later in the month since Commissioner Tari Moore (R-2) had to attend a state farm bureau […]
