		<description><![CDATA[NEWS ANALYSIS The Cecil County Council has approved a $140,000 budget boost in the current fiscal year to cover overspending by the county’s Animal Services agency, despite questions about a massive intake of cats under a policy that is not consistent with county or state laws. And new calls for review of county animal law raise the specter of a re-play of a previous three-year bitter fight over the current law that featured fierce opposition by cat advocates to any regulations of owned cats or feral cat colonies. On a unanimous 5-0 vote in Elkton on Tuesday (5/7/2019), the County Council approved the budget amendment to transfer funds in the current fiscal year, drawn from budget “reserve” fund accounts that are supposed to be off-limits to routine spending. The Animal Services overspending was signaled, at a lower level of nearly $67,000, in the county’s budget estimates report for the second quarter of the current Fiscal 2019 budget year in a report to the Council issued in early February. But that early warning was not flagged for the Council at the time and members indicated they felt blindsided by the new $140,000 budget amendment thrown at them a few weeks ago. 		<description><![CDATA[The Cecil County Commissioners could have used a veterinarian to administer tranquilizers Tuesday as they bared their claws, yet again, over revisions to the county’s new animal ordinance, how many ‘experts’ should dance on the head of a panel reviewing the lone remaining bidder for animal control services, and conflicting concerns over horses. And just when you thought one Old Gray Mare issue had been put out to pasture—a mandate for “health certificates” for animals such as dogs and horses crossing state lines to visit or attend events in Cecil County—Commissioner Diana Broomell (R-4) on Tuesday proposed putting the contentious certificates matter back into the new ordinance, which took effect on 10/1/12. It had been removed previously when citizens protested at a public hearing that putting the certificates into the county ordinance imposed an undue and unenforceable local burden that was best left to state laws covering transport of livestock and horses across state lines. In another revelation, Broomell and Commissioner James Mullin (R-1) claimed Tuesday that they did not read the text of the animal ordinance before they voted on it in August. 		<description><![CDATA[The two contenders in November’s election for the District 5 Cecil County Council seat agreed on many issues in a candidates’ forum, especially ending the political bloodbaths that have marked the county commissioners’ governing of the county for more than a year. But they offered some subtle, yet significant, differences on how they would bring infrastructure to the growth corridor, handle animal control, and bring jobs to the county. Incumbent County Commissioner Robert Hodge (R-5) and Democratic challenger James Crouse, the former mayor of Elkton, spoke before an audience of about 100 people Thursday night in a candidates’ forum sponsored by the Cecil County Patriots, the local “tea party” group. Hodge has been a frequent opponent of the so-called “Three Amigos” majority faction of the current five-member commissioners board, which will be replaced by a five-member County Council and a County Executive under the new charter form of government that takes effect in December. Hodge admitted he was “depressed” by some of the actions taken by the current majority, but said he was “not going to give up” and his work for the past four years “in the trenches” of county government proved he had “the right stuff and the [&#8230;]]]></description>
