		<description><![CDATA[“Mapmaker, mapmaker, make me a map…” (With apologies to ‘Fiddler on the Roof’) Caroline County residents thought they had a golden opportunity to have their own “resident” Delegate in the General Assembly, after a nearly 20-year hiatus, with revised district line maps that expand the county’s voting share in the four-county 36th legislative district. But now their hopes have been dashed by the same boundary maps and rules for filling a vacant Delegate seat. “We got screwed by the maps,” said one frustrated Caroline County Republican. “We thought the new maps would help us, but now we find we have to go by the old maps for now.” At issue is the fact that the new boundary lines do not officially take effect until after the 2014 election. So that means a candidate for appointment to the seat vacated officially this week by Del. Steve Hershey, of Queen Anne’s County, must be a resident of the district &#8212; which includes Cecil County&#8211; as its boundaries are now drawn. Leading Caroline County Republicans had united behind the candidacy of Jeff Ghrist, a member of the Caroline County Board of Commissioners. 		<description><![CDATA[Faced with a growing crisis in illegal drug usage in Cecil County, County Executive Tari Moore on Tuesday named a health official as a “special assistant” to develop a plan to combat drugs and expand treatment options, while a state judge who deals with drug offenders urged broader services to deal with alcohol abuse and families affected by drugs. Moore and county health officer Stephanie Garrity, who attended a County Council worksession in Elkton to discuss the drug issue, announced that Kenneth R. Collins—currently director of the county Health Department’s Alcohol and Drug Recovery Center&#8211; would be detailed to work full-time on developing an “action plan and longer term objectives to reduce substance abuse in Cecil County.” Collins would remain a state employee—as are all workers at the county health department—and continue to report to Garrity. Garrity told Cecil Times that in his current post, Collins was in charge of supervising many day-to-day programs and duties with only about “25 percent” of his time devoted to developing long range plans. 		<description><![CDATA[After two weeks of political drama, two county Republican committees have sent to Gov. Martin O’Malley the name of their nominee—Del. Steve Hershey—to fill the vacant state Senate seat in Dist. 36, thus apparently ending the local process and shifting the decision to Annapolis to break a tie between Hershey and Del. Michael Smigiel. But even after the hand-writing was on the wall, Friday afternoon Smigiel launched yet another gambit to try to shift the local votes his way before the ultimate deadline of 9/10/13 for the local committees to submit their choices to the governor. The Caroline County Republican Central Committee had voted unanimously to support Hershey and on Thursday sent that tally to the governor’s appointments secretary, according to Robert Willoughby, the panel’s chair. And sources said that Kent County, which had a majority vote for Hershey, did the same. That effectively moots efforts by Smigiel to try to get yet another re-vote in the process. Smigiel won his only clear cut victory on an 8-1 vote in his home Cecil County GOP panel, which is controlled by a slate of members chosen with financial support and endorsements by Smigiel’s political organization in 2010.
