		<description><![CDATA[The deadline for candidates to file for the April primary elections passed at 9 p.m. on Friday (1/24/2020) with no last-minute surprises in Cecil County, as two late entrants filed several days ago in the County Executive’s race. Four Republicans are competing in the GOP primary while a Democrat is unopposed in his party primary and will face the winner of the GOP primary in the November general election. The luckiest man in county politics is County Council president Bob Meffley (R-1), who is unchallenged in his party primary and Democrats did not field a candidate for the position. At least in theory, the Democrats’ Central Committee could still put forward a candidate after the filing deadline, but the party has not had much success in recruiting candidates for down-ballot races in the past few years. At stake in the 2020 local elections are the County Executive position, the District 5 County Council seat, and two seats on the county school board (which is a non-partisan race.) Also on the ballot is the US House seat in District 1, which covers all of the Eastern Shore, including Cecil County, and parts of Harford, Carroll and Baltimore counties. 		<description><![CDATA[NEWS ANAYLSIS Cecil County State’s Attorney Edward D.E. “Ellis” Rollins III has filed a motion for a new trial after his jury conviction on two sexual misconduct-related charges&#8211; thus prolonging the taxpayer-funded agony and embarrassment of having to continue to pay a salary and benefits to a disgraced prosecutor who hasn’t appeared in Cecil County courts to do his job in over six months. And the electronic court record of the case in the Worcester County Circuit Court raises questions about whether Rollins has received some kid-glove treatment. Rollins’ attorney filed a motion seeking a new trial on 12/19/16, but the case file listed no date for a hearing on the motion. Rollins had previously requested a delay in sentencing after his conviction last month and he was expected to face sentencing sometime this month, but no date was listed in the court record online. In most cases in the Maryland electronic court case files, the verdicts from a jury trial are clearly listed and usually filed within hours after a verdict is rendered. But not in Rollins’ case. The salacious details of the incidents are perhaps less significant than the practical problems Rollins’ situation has caused in Cecil County and the image and credibility issues his sex case has raised for the county statewide, nationally and even internationally, as the matter received widespread media exposure.
