		<description><![CDATA[Cecil County Council member Jackie Gregory (R-5) has drafted a list of budget cuts for the proposed Fiscal 2021 county budget that will be considered today (5/19/2020), with no advance public notice, that particularly targets county library, parks, and emergency services, including paramedics responding to emergency calls during the current COVID-19 pandemic. Gregory, who is running for re-election in the June 2 Republican primary, was still writing and re-writing her proposals late Monday night and is expected to offer amendments to the budget during a Council worksession that is slated to begin at 3.30 p.m. on Tuesday. The Council is meeting via videoconferencing and is also scheduled to vote on the full Fiscal 2020 budget during an evening legislative meeting that will also be conducted remotely. It is the first time in two years that Gregory, a routine critic of the county budget, has actually offered a list of amendments and sought formal votes on spending cuts. 		<description><![CDATA[As the COVID-19 virus continues to spread in Maryland, new—but flawed—data from the state Health Department shows that a majority of fatalities have occurred in nursing homes and assisted living facilities. But the state report fails to accurately depict the tally in Cecil County, where the state claims there was just 1 virus death at the Calvert Manor nursing home in Rising Sun but county health statistics show that 7 of the 8 total deaths in the county occurred at Calvert Manor. It is one of the sad ironies of the current pandemic that Calvert Manor—for many years the top-rated nursing home in the county, according to Center for Medicare/Medicaid Services (CMS) reports, for its quality of care and infection control efforts—has become the center of the pandemic in Cecil County. Under orders from Gov. Larry Hogan, the state began just this week to publicly identify confirmed cases and deaths at nursing homes throughout Maryland. 		<description><![CDATA[A second Cecil County resident has died of the COVID-19 virus, the Cecil County Health Department reported Monday afternoon, after a man in his 80’s &#8212; who was a patient at the Calvert Manor nursing home in Rising Sun—died of the virus after an outbreak among patients and staff emerged in the past few days.. “Our condolences go out to the family and friends of the patient,” said County Executive Alan McCarthy. “Now more than ever, we must come together as a community to prevent the spread of COVID-19 and protect our county’s most vulnerable residents.” Lauren Levy, the county’s Health Officer, also said that a special state Health Department and National Guard “strike team” that the county had asked to be deployed to Calvert Manor visited the facility Saturday afternoon and determined that the facility was “taking appropriate steps to contain the outbreak.” She also said that the county health agency had obtained “additional testing supplies” from ChristianaCare/Union Hospital in Elkton “to identify any new cases” at the nursing home. The county previously recorded one other fatality from the virus, a man in his 80s with underlying medical conditions, who died at Union Hospital.
