COSTS OF LOCAL CHANGE, STATE CLOUT for CECIL The Cecil County Council is considering a proposed $157,000 budget amendment for severance pay costs to three ousted department heads under the new administration of Cecil County Executive Alan McCarthy and to hire lobbyists in Annapolis to get the state government to pay more attention to the county’s economic development and transportation concerns. About $45,000 of the total is expected to cover the costs of one or two temporary lobbyists. At the Tuesday 12/20/16 County Council worksession, the panel discussed the proposal, and Council President Joyce Bowlsbey (R-2) noted that most of the requested funds were to cover the severance packages for the former department heads. Upon taking office in early December, McCarthy fired three department heads: Lisa Webb, the former economic development chief; Donna Nichols, human resources director; and Scott Mesneak, information technology chief for the county. Given that the firings were sudden (not to mention shortly before the holiday season) the county is offering transitional assistance, including some benefit costs required by state and federal laws. Councilor Dan Schneckenburger (R-3) questioned how much lobbyists would cost and what their role would be. Al Wein, the county Director of Administration, said […]

A CECIL TIMES SPECIAL REPORT Cecil County Executive Tari Moore has signed options to buy two animal kennels—one a small private facility in a residential area in North East and also the much larger Cecil County SPCA shelter in Chesapeake City—at $400,000 each, but has not decided which site, or both, to buy at taxpayer expense. Also, Moore has now cut in half an earlier request for an extra $24,000 to boost an unbid, six-month contract with the current Buddy for Life animal control contractor to care for animals—after CECIL TIMES exposed a hidden loophole in her contract extension that would have put even more money in the group’s pocket despite a Council budget cut. Moore held a secret, closed door session with the County Council on Tuesday, 1/12/16 at which she outlined two shelter purchase options her administration has signed. Earlier in the day, at a public worksession of the County Council, several members criticized the administration’s unilateral six-month extension of a previous three-year contract with A Buddy for Life, Inc. for animal control and animal sheltering operations at the rented Rainwood Kennels in Elkton—and Moore’s plan to boost payments to the Buddies by $24,000 over the county budget […]

A CECIL TIMES SPECIAL REPORT Drug overdose deaths in Cecil County continue to rise to record levels, according to newly released state data, but members of the county’s drug abuse council were not informed of the statistics at a Thursday meeting. At the same time, county agencies and officials have rapidly advanced a proposed private drug rehab hospital catering to non-local patients while similar proposals elsewhere have faced months of questions and local reviews. Cecil Times reviewed newly-released data from the state Department of Health and Mental Hygiene, buried in spreadsheets on the agency’s website, showing that in the second quarter of this year, drug overdose deaths in Cecil County continued to rise, with another 10 drug deaths reported. During the first quarter of the year, there were also 10 fatal drug overdoses, bringing the total for the first six months of the year to 20. (In contrast, drug deaths in the county for the first six months of 2013 were 13.) At this pace, the county is on track for a record number of drug-related fatalities this year. The worst previous full-year tally was 28 in 2011—which on a population-adjusted basis gave Cecil County a death rate higher than […]
