		<description><![CDATA[By Lou Peck Contributing Editor, Cecil Times/ National Journal Despite a seven-figure financial effort by national Democrats to rescue him, freshman Rep. Frank Kratovil went down to defeat Tuesday in a rematch of his 2008 contest against GOP state Sen. Andy Harris. With more than 90 percent of the vote counted late Tuesday, Harris held a 54-42 percent lead over Kratovil, for a margin of more than 30,000 votes. In 2008, Kratovil &#8212; then the state’s attorney in Queen Anne’s County &#8212; defeated Harris by fewer than 3,000 votes out of more than 360,000 cast. He became the first Democrat to win the district – which includes the entire Eastern Shore along with portions of Baltimore, Harford and Anne Arundel counties on the Western Shore – in two decades. Kratovil’s 2008 victory came despite the fact that Republican presidential nominee John McCain captured the district by a 59-40 percent margin over President Obama. But Kratovil triumphed by capturing every county on the Eastern Shore. It was a very different story Tuesday: A partial breakdown of Eastern Shore counties showed two of the most populous going to Harris. 		<description><![CDATA[By Lou Peck Contributing Editor, Cecil Times/ National Journal In the hotly contested rematch in Maryland’s 1st Congressional District between Democratic Rep. Frank Kratovil and GOP state Sen. Andy Harris, the barrage of TV attack ads continued as voters went to the polls Tuesday-– with spending by outside groups seeking to influence the race topping $4 million. According to the nonpartisan Sunlight Foundation, Maryland’s 1st now ranks ninth among all House districts nationwide in terms of so-called independent expenditures by political party committees and other interest groups this year. In the closing days of the campaign, two environmental groups – Environment America and League of Conservation Voters – invested almost $40,000 in get-out-the-vote efforts on behalf of Kratovil, while the American Society of Anesthesiologists paid $50,000 for a late mailer to boost Harris, an anesthesiologist by profession. Earlier in the campaign, the same group underwrote more than $200,000 worth of pro-Harris TV and radio ads. The Democratic Congressional Campaign Committee last week sunk another $45,000 into its effort to boost Kratovil through attack ads aimed at Harris, bringing its investment in Maryland’s 1st to more than $1.5 million. 		<description><![CDATA[By Lou Peck Contributing Editor, Cecil Times/CongressDaily The Democratic Congressional Campaign Committee has informed the Federal Election Commission that it has spent another $300,000 on advertising against Republican Andy Harris, the GOP challenger to Democratic incumbent Frank Kratovil in Maryland’s 1st District. With that latest expenditure, the DCCC has put in more than $1.1 million to boost Kratovil’s re-election bid. According to FEC figures compiled by the non-partisan Sunlight Foundation, Maryland’s 1st District congressional race is now one of just 11 districts nationwide in which the DCCC has invested in excess of $1 million in this year’s campaign. By comparison, the DCCC’s counterpart, the National Republican Congressional Committee, has reported spending just over $470,000 so far on efforts to help Harris by taking out ads attacking Kratovil. The 1st District covers the entire Eastern Shore and parts of Harford, Anne Arundel and Baltimore Counties, and most political advertising aimed at the district is being aired on Baltimore TV stations. Over-the-air buys in Salisbury on the lower Shore are also coming into play, along with local cable TV systems.
