		<description><![CDATA[A new state “Plan Maryland” mandate could halt growth and business development in Cecil County, even in areas designated as a “growth corridor” under the 2010 county comprehensive plan, Cecil County Commissioners were told Tuesday. The new state mandate, proposed in late April and awaiting a signature later in the year by Governor Martin O’Malley, provides little if any opportunities for revision and severely restricts even local towns from development. Especially in rural areas like Cecil County, the new state plan could prevent any growth or economic development outside narrowly defined growth areas in local town limits. County Planning Director Eric Sennstrom used over-the-top rhetoric to convey just how seriously the county could be impacted by the proposal. He likened it to historic land and planning decisions, such as the Stalinist “collectivization” efforts in the former Soviet Union and the Nazis attacks on Jewish ghettos prior to World War II. He said the new state plan would have “catastrophic, if not devastating results” for property values in the county, with the potential for farmers to become “poverty-stricken serfs of the state.” Sennstrom pointed out that even farms located in or near county-designated growth areas could be prevented from selling lands [&#8230;]]]></description>

		<description><![CDATA[A divided Cecil County Board of Commissioners Tuesday appointed Owen Thorne, a failed candidate for county commissioner and a vocal opponent of development and infrastructure proposals in the northern county—to the county Planning Commission. The 3-2 decision followed the increasingly usual pattern of Commissioners James Mullin (R-1), Diana Broomell (R-4) and Michael Dunn (R-3) joining together to approve the appointment while Commissioners Robert Hodge (R-5) and Tari Moore (R-2) opposed. Thorne is a longtime manager of a record and music store in Newark, DE and for the past few years has been employed at the New Castle County (DE) public library, according to his “Linked In” social media page. Thorne also ran unsuccessfully for County Commissioner in 2006, coming in second to Brian Lockhart in the Democratic primary and a few votes ahead of Joe Janusz in that contest. The seat on the Planning Commission to which Thorne was appointed was vacated by Janusz. Janusz was considered a moderate on planning issues who was not afraid to cast a few controversial votes, based on the issues and individual circumstances, while overall supporting a slow-growth agenda. 		<description><![CDATA[The Cecil County Commissioners on Tuesday decided—sort of—to ease some education budget cuts, but to hang tough against the county Sheriff and dismiss pleas from the county library system. A majority also continued a cryptic campaign to cut funds and re-vamp the county’s Economic Development office, but without specifying their ultimate agenda. Amidst lots of mumbling, winks, nods and a few dagger-looks among the Commissioners, the panel made some decisions but there were major caveats that could easily unravel in the next few days. The Commissioners will meet again on Thursday to discuss the budget. Only Cecil College scored a semi-win, with Commissioners agreeing unanimously to restore about $120,000 to the school’s budget so that tuition for students would not be increased. The Commissioners had proposed cutting more than twice that amount from the college, but school leaders struck a compromise by agreeing to meet the county halfway and absorb slightly more than half of the cut. The Cecil County public schools won what could be a temporary victory, with a sort-of majority endorsing restoration of $314,000 for the schools to offset a last-minute mandate shifted to the local schools by the state General Assembly.
