		<description><![CDATA[HARRIS PSEUDO POLL—YOUR EMAIL FOR YOUR VOTE It was hardly a surprise when Rep. Andy Harris (R-1) voted against both articles of the impeachment resolution against President Trump in the US House on Wednesday (12/18/2019), since he had opposed the process from the outset and holds a staunch pro-Trump voting record. So it might seem a bit surprising that he would solicit constituent’s views on the matter in a Facebook “poll” and a telephone robocall just a few days before the House vote—could a possible pro-impeachment outcome perhaps change his mind? Little danger of that, it seems, since the methodology bore no resemblance to any standard of legitimate poll-taking in the real world. The 12/16/19 telephone robocall, voiced initially by Harris, asked listeners to register whether they opposed, “strongly opposed,” supported or “strongly supported” impeachment. But respondents were subsequently told by another voice that their vote would not be recorded unless they agreed to provide their email address and agreed to receive Harris’ newsletter. If the listener declined to do so, the call was terminated without registering the individual’s opinion. 		<description><![CDATA[NEWS ANALYSIS A proposal to spend $1 million for an artificial turf playing field in Perryville in the county executive’s Fiscal 2018 budget raises questions about costs, safety and policy issues on pushing expenses out of school accounts into county parks liabilities. In other words, is fake grass greener than the real thing? The Perryville project is just the tip of the astroturf, the first in a long-range plan to build artificial turf fields at four other county high schools, under the Parks and Recreation budget instead of the Cecil County Public Schools (CCPS) budget. Overall, the plan would spend over $5 million in the next few years and remove responsibility for the costs and maintenance of school playing fields from CCPS, thus freeing up room in the schools’ budget for other projects. The CCPS budget is often a target of county spending critics, while the parks budget is usually less of a political bullseye. And the decision to calculate the useful life of the artificial turf fields as being from “10 to 12 years” skirts an issue that plagued CCPS budget deliberations before the County Council two years ago when school tennis court repairs were deemed as lasting slightly [&#8230;]]]></description>

		<description><![CDATA[COMMENTARY In this year’s election, Cecil County voters are being asked to decide four local ballot questions on whether to overhaul some key provisions of the county’s new Charter form of government. The proposed changes would alter the county budget process and in some cases tilt the balance of power toward the County Executive in key fiscal matters. Consequently, Cecil Times urges voters to carefully consider these four local ballot questions, and recommends adoption of two, and rejection of two other, Charter amendments for the following reasons: QUESTION A— Question A asks voters to re-arrange the schedule&#8211; and in many ways tilt a balance of power&#8211; for drafting the annual budget by the County Executive and review and deliberations by citizens and the County Council. In essence, the proposal gives the Executive more time to draft her budget while citizens and the County Council get two fewer weeks than under the current schedule. The Charter amendment would allow the County Executive to delay submission of her budget to the Council from the current March 1 until April 1 each year.
