Judge William W. Davis, Jr., known locally as “Will” in his work with youth groups and charities to aid troubled children, won election to a 15-year term on the Cecil County Circuit Court bench on Tuesday, as voters confirmed Gov. Larry Hogan’s choice of Davis for an appointment to the bench in 2016. To win election to the seat, Davis defeated two challengers—Edwin B. Fockler IV, an assistant public defender, and former state Delegate Michael D. Smigiel, Sr. All of the candidates were Republicans. But since judicial positions are considered non-partisan, candidates appeared on both the Democratic and Republican primary ballots. Under state law, if one candidate won the Democratic primary while another person won the Republican primary, then those two names would proceed to the general election ballot for voters to make a final choice. But with Davis winning both party primaries, he will appear unopposed on the general election ballot and thus has already won de-facto election to the post. Circuit Court judges serve a 15-year term after being elected by local voters. With all but two precinct tallies completed, in the Republican primary, Davis won 53 percent of the vote. Fockler received 29.1 percent, while Smigiel garnered […]

There were some tough questions when rival candidates in the June Republican primary for Cecil County State’s Attorney and the Register of Wills office squared off in a candidates’ forum sponsored by the Republican Club of Cecil County last week, putting some candidates on the defensive hot seat. In contrast, a panel of three candidates vying for a seat on the county’s Circuit Court was uncharacteristically mellow, given one candidate’s past record of attack-dog campaigns. Members of the audience at the event, held at the VFW hall in Chesapeake City, submitted written questions to the moderator, James Dubuque, vice president of the club, who then picked questions to pose to the candidates. STATE’S ATTORNEY: In the race for the open State’s Attorney seat, all three candidates currently work in the prosecutor’s office: Amanda Bessicks, a four-year veteran of the office who currently specializes in prosecuting cases involving crimes against children and domestic violence; Karl Fockler, deputy State’s Attorney since last year and a more than ten-year veteran of the office; and Kevin Urick, a prosecutor with over 12 years’ experience in Cecil County and previously a Baltimore City prosecutor for over 15 years. In opening statements, Bessicks said she would […]

COMMENTARY Cecil County has been there, done that, with several years of political turmoil instigated by the old Smipkin political machine and its cloned “Three Amigos” rule of the old county Board of Commissioners. Now, with that machine broken down and tossed into the political landfill, two cogs in the machine are looking to clone it into a new “Zorman” machine to dominate the Elkton town council. Robert (Bob) Gorman and Chris Zeauskas are running in Tuesday’s town council elections, seeking to oust incumbents Earl Piner and Charles Givens. The Zormans are also aligned with a currently seated council member. D.J. Van Reenan, who has repeatedly attacked fellow council members and town mayor Robert Alt, often in personal terms. There’s plenty of political and substantive room to raise questions about town business or suggest different ways of doing things. But the problem with the Zormans is tactics, attacks and a past record of political shenanigans aimed solely at helping political pals and advancing their own agenda, slinging mud often at the expense of decent public servants’ reputations. For just about every valid question that could be raised—from town water rates, to crime, to town fiscal actions—the Zormans turn the issues […]
