		<description><![CDATA[Cecil County State’s Attorney E.D.E. (Ellis) Rollins III, who is seeking re-election to his post, hired his son as an investigator&#8211; who began work the same day his father was sworn into office&#8211; although he lacked the law enforcement experience of previous occupants of the position. The hiring has become an issue in the current Republican primary campaign. Ellis Rollins’ son, Kyle Rollins, was hired as an investigator in the State’s Attorney office on 1/3/11, according to county Human Resources Director Donna Nichols, who said his current salary is $53,664. He is scheduled to receive a 4.75 percent pay raise—including a 1.75 percent cost-of-living increase—effective 7/1/14, she added. The State’s Attorney’s office receives funds from Cecil County government as well as the state but its personnel policies come under the county government’s HR office, Nichols said. The county has an anti-nepotism policy regarding the “employment of relatives” but Nichols said it was determined that the elder Rollins would not be directly supervising his son. 		<description><![CDATA[The Cecil County Society for the Prevention of Cruelty to Animals, Inc. (CCSPCA) has withdrawn its bid to resume animal control services to the Cecil County government, citing what the group’s lawyer called a “tainted” county bidding process. The CCSPCA’s withdrawal leaves one bidder, A Buddy for Life, Inc., a Delaware-based volunteer dog rescue with no shelter, no experience in animal control services, and no employees. However, the group is believed to be planning to sub-contract with other individuals and entities to share in the workload and money received from the county. A review panel, consisting of senior county officials, met with representatives of the Buddy group Thursday morning to hear an oral presentation and discuss areas of concern. The group is expected to submit a final proposal based upon the discussion, according to County Administrator Al Wein and County Attorney Norman Wilson. They also said that Commissioner Diana Broomell (R-4), who had earlier said she wanted to sit in on the review team’s meeting with bidders, did not attend the session. 		<description><![CDATA[Thumbing his nose at citizen activists who have accused him of appointing political “cronies” to county positions, Cecil County Commissioner Michael Dunn (R-3) announced Tuesday that he will name Ted Patterson—a fellow member of the Smipkin political slate—to a seat on the citizens’ budget advisory committee. It was the fourth controversial appointment in about as many months by Dunn, who announced his intention at a Tuesday morning worksession of the county commissioners. However, unlike some past Dunn appointments, he did not try to force the issue to an immediate vote and said he would give fellow commissioners time to consider the matter. Patterson would replace Michael J. Halter, a part-time assistant state’s attorney who resigned from the budget panel recently to protest the current “political climate” among a three-member majority of the current Board of County Commissioners.
