		<description><![CDATA[NEWS ANALYSIS It was hardly a surprise when the Cecil County Council adopted, by a 3-2 majority vote Tuesday evening, a minimally revised version of County Executive Tari Moore’s proposed Fiscal 2015 budget. The key decisions had all been thrashed out at a worksession last week and another session Tuesday morning. But before the ink had even been applied to the final document, the budget was negative political fodder for some election candidates who’ve never shown up at a budget worksession or presentation to the Council by county department heads, and some who criticize the county public schools while demonstrating they could use some remedial English lessons. Even as the Council was meeting on the budget, one political challenger was sending out negative campaign robocalls and attacks. That prompted an unusually blunt response, in an email to county schools employees obtained by Cecil Times from confidential sources, by County Schools Superintendent D’Ette Devine—noting the voting records of two current Council members who have consistently opposed school program spending and advising about challenger candidates who also oppose education spending. 		<description><![CDATA[Several hotly contested races are shaping up, especially in the June Republican primary, for Cecil County offices and state legislative seats as the clock ran down for individual candidates to file for office Tuesday evening. A fight between a splinter “liberty” group and other Republicans is brewing in one Council contest and for control of the county’s GOP Central Committee—while four local candidates are seeking one Cecil County Delegate seat in District 36. There were some last minute surprises, including the filing on Monday by Cecil County Councilor Alan McCarthy (R-1) for the state District 36 seat now held by Del. Michael Smigiel, a Republican. Smigiel had failed to receive the appointment to the state Senate seat vacated last summer by E.J. Pipkin and initially vowed to run in the 2014 election for the Senate slot. But in recent months he had not repeated that vow and instead on 2/21/14 filed, as many had expected, for re-election to the House of Delegates. 		<description><![CDATA[The 2014 campaign for state legislative seats in western Cecil County will bring new names and faces in re-drawn Senate and House of Delegates districts, and two new Republican contenders declared their candidacy on Tuesday in Cecil County: Del. Wayne Norman, a Bel Air lawyer, seeking the new Senate 35th Dist. seat, and his ticket-mate Teresa Reilly, running for the 35B House seat. Western Cecil is currently represented by Sen. Nancy Jacobs, but her old district was dramatically overhauled to delete Cecil County—which was crucial to her victory four years ago in that Harford-Cecil district. Jacobs decided to retire rather than run again in an all-Harford district, although she did briefly consider moving to Cecil County and running in the new 35th district. But now Jacobs is endorsing Norman, and she introduced him warmly to a gathering of about 100 people, primarily from Harford County, at a campaign kick-off event at the Dove Valley vineyards and winery in Rising Sun. Jacobs described Norman as “a good friend” and “a faithful Republican” who is “strong for all the things we believe in.” Norman currently holds a Harford-only delegate seat, to which he was appointed to fill a vacancy when then-Del.
