		<description><![CDATA[A Cecil Times Special Report New state figures for the first quarter of 2014 show that Cecil County is on track for a possible record number of drug overdose deaths this year, with 10 deaths in the first three months, and if that pace continues the drug death toll could far exceed past levels. Heroin deaths were also sharply higher so far this year. The new data, compiled by the state Department of Health and Mental Hygiene, covered the first three months of this year. The statewide statistics did not break the figures down on a pro-rated population basis, but even so, Cecil County shows numerical drug death figures equal to some other counties with as much as ten times the overall Cecil population. Governor Martin O’Malley recently discussed the new drug overdose fatalities data, saying that his administration was committed to reducing drug overdose deaths statewide by 20 percent by 2015. The governor said that the new first-quarter 2014 statistics showed there was a 33 percent increase in drug overdose deaths statewide from the same time last year. 		<description><![CDATA[Under the watchful eyes of a Cecil County Sheriff’s Deputy summoned to keep order at a County Council worksession on Tuesday, Councilor Diana Broomell (R-4) challenged, in largely polite terms, the efficacy of the county’s drug addiction treatment advisory panel while county health officials documented successes of “crisis” mental health and drug overdose intervention programs. For months, Broomell has aggressively challenged the operations of the county’s advisory Drug and Alcohol Abuse Council and attacked the panel’s volunteer chairman, John Bennett. Foremost among her objections have been her contention that treatment of drug addicts with methadone and similar prescribed medications does not ‘cure’ addicts and she has claimed irregularities in the “bylaws” of the Council. She has also asserted that the drug council was packed with health officials serving in multiple roles as both county/state employees and advisory panel members, which she views as a conflict of interest. At several past County Council worksessions, Broomell has been vociferous in her attacks on Bennett and the county’s health officer, Stephanie Garrity, to the point where County Council President Robert Hodge (R-5) has gaveled her as out of order. 		<description><![CDATA[Faced with a growing crisis in illegal drug usage in Cecil County, County Executive Tari Moore on Tuesday named a health official as a “special assistant” to develop a plan to combat drugs and expand treatment options, while a state judge who deals with drug offenders urged broader services to deal with alcohol abuse and families affected by drugs. Moore and county health officer Stephanie Garrity, who attended a County Council worksession in Elkton to discuss the drug issue, announced that Kenneth R. Collins—currently director of the county Health Department’s Alcohol and Drug Recovery Center&#8211; would be detailed to work full-time on developing an “action plan and longer term objectives to reduce substance abuse in Cecil County.” Collins would remain a state employee—as are all workers at the county health department—and continue to report to Garrity.
