A CECIL TIMES SPECIAL REPORT About 96 percent of Cecil County residents are now covered by health insurance, a substantial gain since the federal Affordable Care Act took effect in 2014. But uncertainty over the fate of the federal law, which the Trump administration has vowed to repeal, poses fiscal concerns for the Maryland budget and worries local health care providers such as Union Hospital. The non-partisan Office of Legislative Services recently briefed lawmakers in Annapolis on potential healthcare cost pitfalls facing the state in the current budget year and the upcoming Fiscal 2018 budget currently under review by the General Assembly– even under the existing terms of the Affordable Care Act (ACA.) And in the uncertain climate of a potential repeal of ACA, the state could face insurmountable budget costs if it tried to assume a greater share of health insurance subsidy costs, with the potential difficult choice of deciding who, or what medical conditions, should receive assistance. The political uncertainty also raises concerns over the fate of Maryland’s unique federal “waiver”—the only state in the nation to have an exemption from many federal Medicare and Medicaid regulations—that has put a brake on rising hospital and health care costs […]

A CECIL TIMES SPECIAL REPORT News Analysis New plans for shifting hospital costs and services in Harford, Cecil and Kent counties are generating controversy, some misunderstandings, and some real concerns about forcing area patients to travel long distances to obtain hospital care or being denied transfer to facilities with more advanced services. Volunteer fire companies that provide most of the ambulance transports to hospitals in the area are concerned that their crews could be tied up for hours by having to transport patients to two facilities or travel greater distances. Western Cecil County residents and officials worry that full emergency and inpatient services—including swift care for stroke patients– now located a short drive over the Hatem Bridge will be lost to a more distant Bel Air facility in Harford County. And transfers from Union Hospital in Elkton for more advanced services that now are generally provided at the nearby Christiana Care facility in Delaware—which is a nationally-ranked teaching hospital– could be re-directed to the distant Bel Air operation which has fewer specialty services. Meanwhile, in Kent County, a full-service hospital in Chestertown is proposed for cutback to just a freestanding emergency room, with serious cases requiring travel to Easton—a 90-minute […]

(Second of two articles) GALENA— The gray-haired man at the lunch counter in Twinny’s restaurant in Galena wore a tee shirt, decorated with a flag and an eagle, that declared, “Proud to be an American.” Shaking hands with Rep. Andy Harris (R-1) last week, this constituent was pleased with the job his congressman is doing in Washington but he had concerns about the fairness of the tax code. Harris reassured the man that he’d be willing to “close corporate tax loopholes” and “simplify” the tax system. Harris added that he has supported proposals for a “flat tax”—in which most taxpayers would pay the same flat income tax rate regardless of income level but most tax deductions would be ended—or a “fair tax” that would end income taxes but impose a 23 percent national sales tax. The latter proposal drew fire in last year’s general election from Harris’ Democratic opponent, incumbent Rep. Frank Kratovil, who ran campaign ads saying, “We can’t afford Andy Harris’ idea.” Both proposals have been suggested by various groups and candidates for decades but have had no traction in Congress. Harris handily defeated Kratovil last November and since taking his seat in the House this year, he […]
