		<description><![CDATA[A CECIL TIMES Special Report (With legal footnotes) Cecil County Council member Jackie Gregory (R-5) has continued to collect a salary from county public schools in the current budget year, despite questions of county Charter and ethics rules barring Council members from paid employment with other county agencies. And she has also claimed reimbursement for tickets she bought to local civic dinners and banquets, despite county law prohibiting sending such bills to taxpayers, according to a CECIL TIMES investigation. In addition, the County Council has ignored its own rules for obtaining legal opinions from its outside legal counsel, including expenses incurred to review Gregory’s school employment status as well as private legal consultations between Gregory and the Council’s lawyer and private consultations with Councilor Bill Coutz (R-2), according to a review of invoices for legal services by John Downs, the Council’s lawyer, and Downs’ response to a Cecil Times public records request under state law. The county also paid an invoice for Coutz for a ticket to an Elkton dinner event. Furthermore, the issues have been the subject of recent closed-door meetings of the full Council, at which Council President Bob Meffley (R-2) said he “laid down the law” to [&#8230;]]]></description>

After months of loud citizens versus farmers feuding over the future of large chicken farms in Cecil County with no clear resolution in sight, there are now some menu alternatives on the county government’s plate: a largely symbolic “executive order” proposed by County Executive Alan McCarthy late Friday afternoon (3/3/2017) and a broader review of county zoning laws&#8211; especially where they are even more lax than the poultry industry is willing to accept&#8212;suggested by County Councilor George Patchell (R-4) on Tuesday (3/7/2017). 		<description><![CDATA[(With Exclusive Cecil Times Video) The Cecil County Council is taking steps to remove Councilor Diana Broomell (R-4) from the county’s Drug and Alcohol Abuse Council, at the request of health officials, after a recent meeting of the panel was abruptly adjourned after Broomell and some allies loudly challenged the proceedings. Broomell restrained her anger at the move during a County Council worksession on Tuesday morning, as two Sheriff’s Deputies were posted in the back of the meeting room to keep order. It was the third time that deputies have been called to attend Council worksessions out of concerns that Broomell would disrupt the proceedings. Nevertheless, she was gaveled as being “out of order” twice by County Council President Robert Hodge (R-5). At one point, Broomell glared at Hodge and said, “You’re lying.” Hodge initiated the steps to remove Broomell, citing the county Charter that would allow him to remove Broomell and appoint another Council member as the County Council’s representative to the panel, which includes multiple state and local agencies and groups dealing with the drug abuse problem.
