		<description><![CDATA[Cecil County Council members were all aboard the budget bus Tuesday evening (4/25/2017) when they reviewed Fiscal 2018 spending plans for the county’s bus transit, senior citizens’ and other programs, even as the services have grown in size and scope. The Council is looking for ways to save money in the upcoming budget year, in an effort to mitigate proposed increases in the county property tax rate and a rise in the “piggyback” income tax rate. But there didn’t seem to be any inclination to trim anything from the $2.58 million it costs the county to operate the Department of Community Services. The department, headed by David Trolio, had a mini-bus service and seniors’ programs at the core of its portfolio for many years, but on his watch the agency has grown to include animal services, health-related programs, youth assistance, housing aid, and broader transportation planning projects as well as greatly expanded bus services. Trolio said he anticipated bus ridership of almost 100,000 seats filled during the current Fiscal 2017 budget year. 		<description><![CDATA[Cecil County Executive Alan McCarthy wants a new Interstate 95 interchange to serve new businesses coming to the Principio business park and has reinstated commuter rail expansion in Cecil County as top priorities, in contrast to a puzzling push last year by former county executive Tari Moore to make a bus garage and pie-in-the-sky rail station in North East her top priority for state transportation aid to the county. McCarthy outlined his transportation priorities in a letter to State Secretary of Transportation Pete Rahn that was submitted to the County Council on Tuesday (3/21/2017), as part of an annual process to set county priorities. Members of the Council generally welcomed McCarthy’s new priorities. A new interchange on Interstate 95, at Belvedere Road, would serve the Principio Business Park, where several major new warehousing operations are under construction, including an Amazon “fulfillment center” expected to create 700 jobs and a “distribution center” for Lidl, a German grocery operation that is entering US markets for the first time. 		<description><![CDATA[Cecil County commuters will get a new bus service—and maybe even a seat if Delaware travelers haven’t snagged them all—to reach the commuter rail station in Perryville, but extending the rail line to Elkton and beyond is being stalled yet again, state transportation leaders told Cecil County officials recently. And state officials dismissed a growing clamor by local elected officials, from State Sen. Steve Hershey (R-36), Perryville Mayor Jim Eberhart, and County Council members to alleviate traffic nightmares and rush-hour jams on roads near the Hatem Bridge by allowing Hatem EZ passes to be used on the I-95 Tydings bridge over the Susquehanna River during rush hours. Secretary of Transportation Pete Rahn was accompanied by a gaggle of state roads and transit officials, including one who apparently thought the Aberdeen Proving Ground was in Cecil County as he touted a new Baltimore to APG commuter bus line. (Uh, wrong county, wrong direction to benefit Cecil commuters…) Cecil County leaders and Elkton town officials have long sought extension of the MARC commuter rail line, which now ends in Perryville and is the only passenger rail gap in the entire Northeast rail corridor.
