		<description><![CDATA[The Cecil County government and the Cecil County Public Schools (CCPS) have signed an agreement mapping possible future business uses of extra land not needed for the new vo-tech school on the more than 90-acre Basell property. But left in the air is who would pay to build office and other buildings and whether the county would sell or lease parcels on the site to private interests. From the moment that the county government first considered buying the Appleton Road property several years ago for use as a vocational-technical school, an added attraction was the large landmass surrounding the former Basell scientific laboratory building north of Elkton. And promoting economic development opportunities on some of the vacant land surrounding the main building was always in the cards. With conversion of the existing building and its many science labs into the county’s new vo-tech school now completed, the first class of 200 students recently began studies there. County Superintendent of Schools D’Ette Devine told the Cecil County Council on Tuesday that the school will more than double the number of vo-tech students, to about 420, in January when new vocational programs will be launched and additional specialized study areas opened. 		<description><![CDATA[“Mapmaker, mapmaker, make me a map…” (With apologies to ‘Fiddler on the Roof’) Caroline County residents thought they had a golden opportunity to have their own “resident” Delegate in the General Assembly, after a nearly 20-year hiatus, with revised district line maps that expand the county’s voting share in the four-county 36th legislative district. But now their hopes have been dashed by the same boundary maps and rules for filling a vacant Delegate seat. “We got screwed by the maps,” said one frustrated Caroline County Republican. “We thought the new maps would help us, but now we find we have to go by the old maps for now.” At issue is the fact that the new boundary lines do not officially take effect until after the 2014 election. So that means a candidate for appointment to the seat vacated officially this week by Del. 		<description><![CDATA[Joyce Bowlsbey, a longtime community volunteer who chaired the citizens’ panel that drafted the Cecil County Charter approved by voters in 2010, was appointed to the vacant District 2 County Council seat Tuesday by County Executive Tari Moore. But Del. Michael Smigiel, whose political allies lost majority control of the Council in the aftermath of the November election, filed a lawsuit seeking to block the appointment—which he called a “coup.” Moore announced the appointment of Bowlsbey early Tuesday morning, shortly before a scheduled County Council worksession. Bowlsbey will serve the remaining two years of Moore’s term in the Council seat, which Moore vacated when she was sworn in as County Executive on 12/3/12. “Joyce’s qualifications, experience and passion made her an outstanding candidate for this position,” Moore said. “She is an excellent listener who does her homework on the issues. She makes good decisions based on sound reasoning and common sense. She reaches out to build consensus and works toward positive solutions,” Moore added.
