		<description><![CDATA[The Cecil County Republican Central Committee, which has been controlled for the past four years by a majority tied to the former Smipkin political machine, will face an overhaul with a new majority that ran on a “United Republican” slate. But two candidates who ran as members of a “Campaign for Liberty” slate—Chris Zeauskas, the current GOP committee’s chairman, and Michael A. Dawson (MAD Mike, as he is known in Perryville) also won seats on the 9-member GOP Central Committee. The Central Committee is empowered to nominate candidates to fill a vacancy in local elective government offices and also is tasked with building support for the political party. The top vote-getter in the multi-candidate contest was William Harris, a minister and former president of the local Republican Club, who won 2,840 votes or 6.99 percent. The top six vote-getters were members of the United slate: Harris; Michael W. “Good Mike” Dawson; Joseph Zurolo; Kathy Kunda; Bob Amato; and Kevin Hornberger. Zeauskas, who lost a bid for County Council in Tuesday’s primary election, received 2,151 votes or 5.28 percent in the Central Committee contest. 		<description><![CDATA[In a stunning rebuke, Cecil County voters Tuesday ousted incumbent County Councilors Diana Broomell and Michael Dunn, while Joyce Bowlsbey won the Republican nod to return to her District 2 seat. George Patchell and Dan Schneckenburger won the GOP nominations in Districts 4 and 3, respectively. The primary election ended a years-long drama of Broomell dominating County Council meetings with verbal attacks on fellow lawmakers, county officials, and state agencies that often led to her being gaveled out of order and the summoning of Sheriff’s deputies on two occasions to ensure order at meetings. The vote tallies also delivered a repudiation of two “Campaign for Liberty” candidates who repeatedly engaged in cyber-attacks against their opponents with allegations that often bore little resemblance to the facts. 		<description><![CDATA[NEWS ANALYSIS It was hardly a surprise when the Cecil County Council adopted, by a 3-2 majority vote Tuesday evening, a minimally revised version of County Executive Tari Moore’s proposed Fiscal 2015 budget. The key decisions had all been thrashed out at a worksession last week and another session Tuesday morning. But before the ink had even been applied to the final document, the budget was negative political fodder for some election candidates who’ve never shown up at a budget worksession or presentation to the Council by county department heads, and some who criticize the county public schools while demonstrating they could use some remedial English lessons. Even as the Council was meeting on the budget, one political challenger was sending out negative campaign robocalls and attacks. That prompted an unusually blunt response, in an email to county schools employees obtained by Cecil Times from confidential sources, by County Schools Superintendent D’Ette Devine—noting the voting records of two current Council members who have consistently opposed school program spending and advising about challenger candidates who also oppose education spending.
