		<description><![CDATA[(With Exclusive Cecil Times Video) The Cecil County Council is taking steps to remove Councilor Diana Broomell (R-4) from the county’s Drug and Alcohol Abuse Council, at the request of health officials, after a recent meeting of the panel was abruptly adjourned after Broomell and some allies loudly challenged the proceedings. Broomell restrained her anger at the move during a County Council worksession on Tuesday morning, as two Sheriff’s Deputies were posted in the back of the meeting room to keep order. It was the third time that deputies have been called to attend Council worksessions out of concerns that Broomell would disrupt the proceedings. Nevertheless, she was gaveled as being “out of order” twice by County Council President Robert Hodge (R-5). At one point, Broomell glared at Hodge and said, “You’re lying.” Hodge initiated the steps to remove Broomell, citing the county Charter that would allow him to remove Broomell and appoint another Council member as the County Council’s representative to the panel, which includes multiple state and local agencies and groups dealing with the drug abuse problem. 		<description><![CDATA[News Analysis Cecil County Commissioners adopted a get-tough stance Tuesday against a state-mandated “tiers” land preservation map&#8211;which local farmers fear would strip them of property rights—and said they would defer any action until a summit meeting with other rural counties and consideration of legal action against the state. On the surface it might look like a victory for farmers and property rights activists who jammed a recent public hearing to protest the “Draft 4” tier map that a 3-2 majority of the commissioners approved to put out to hearing. 		<description><![CDATA[ANALYSIS The state Senate is expected to vote this week on a revised proposal, approved by a Senate committee late last week, that would ease the devastating blow to county budgets proposed by Gov. Martin O’Malley to shift half of teacher, community college and library staff pension costs to the counties. But the bill would still hit Cecil County’s budget—and taxpayers—hard. Never underestimate the ability, and desire, of state lawmakers to make their own political decision-making process easier and dump the tough decisions onto someone else. But at least the latest proposal gives counties a bit of breathing room before slamming them big-time in subsequent budget years. According to an analysis by the Maryland Association of Counties (MACO), the pending Senate legislation would shift $1,229,909 to Cecil County taxpayers in the Fiscal 2013 budget that Cecil County Commissioners have just begun to develop. The county budget must be adopted by late May and would go into effect on 7/1/12. In contrast, the governor’s original proposal would have cost Cecil County $4.3 million in Fiscal 2013, according to MACO and their coalition, dubbed “Stop the Shift,” that includes many county governments, teachers’ groups and community organizations around the state.
