		<description><![CDATA[A CECIL TIMES SPECIAL REPORT The former chair of Cecil County’s troubled animal control oversight panel has been found subject to “reprimand” by four members of the county’s Ethics Commission—but it’s a moot point because the chair, Lyn Yelton, already resigned several months ago. A dissenting opinion challenged that conclusion and said other members were trying to punish someone for “what we think someone intended to do,” but didn’t do. The outcome of the ethics panel’s action was also seen as a potentially damaging blow to efforts to get knowledgeable volunteers to serve on various county unpaid advisory panels. And Yelton has appealed for “exoneration” to the County Council and County Executive, over what she called an “outrageous” finding that will have a chilling effect on public discussion of issues and the county’s policies and programs. It was also the latest installment in a troubled history of the Animal Care and Control Oversight Commission (ACCOC), which was established under a new county ordinance that was largely written by Mindy Carletti, a veterinarian closely tied to A Buddy for Life, Inc., which currently holds a more than $2.24 million county contract for animal control that the ACCOC is supposed to monitor. 		<description><![CDATA[NEWS ANALYSIS Cecil County’s animal control oversight panel that monitors a private contractor, handling stray animals at taxpayer expense, has lost two members who resigned recently after what some say was “bullying” by the contractor, A Buddy for Life, Inc. And after a meeting last week, Girl Scouts who had questioned the shelter operations say they suffered racially-tinged remarks telling Black children to “go back to Baltimore.” At the same time, Cecil County Executive Tari Moore and her administration have stood by the Buddies group and current control of the Animal Care and Control Oversight Commission (ACCOC) by pro-Buddies allies. Moore has also indicated in her budget that she is not looking for cost-savings in animal control operations even though the Buddies’ contract expires mid-budget year. At a meeting last week, several Girl Scouts from nearby Delaware attended the session as part of their efforts to learn about and attend government meetings. Three of the young girls spoke, in child-like voices that could barely be heard on the official audiotape of the meeting, for a minute or less each to urge humane treatment of the animals at the taxpayer-supported Buddies shelter located at a rented kennel in Elkton. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Cecil County Councilor Alan McCarthy (R-1), who is a licensed veterinarian, made a surprise visit to the Buddy for Life animal shelter in Elkton late last week and found unremoved feces, odors and many dogs with serious “mange” and other skin conditions. “It was a mess,” he said of the facility, which county taxpayers are supporting with payments of $60,000 per month for animal control services. In addition, the chair of an independent oversight panel has questioned what she called overstaffing at the Buddy operation at taxpayer expense. And the County Attorney&#8211; while suggesting minimal county concerns with recent state Board of Veterinary Medical Examiners’ sanctions against both the Buddies and its veterinarian, Mindy Carletti&#8211; said he and the County Executive would meet later this week with the Buddies to discuss the sanctions and other “contractual/performance issues.” Top county officials were unaware of the state vet board sanctions until personally informed of them by Cecil Times.
