		<description><![CDATA[NEWS ANALYSIS If there is Karma in politics, Del. Kevin Hornberger (R-35B) is facing it: so confident of a re-election victory in a three-way race, he devoted much effort and political cash to promote allies of his wife, Cecil County Executive Danielle Hornberger, for the County Council in Tuesday’s Republican primary election. But he apparently failed to see the very real threat to his own legislative seat. And the chief target of the Hornbergers’ avalanche of glossy, negative and untrue flyers, incumbent Councilor Al Miller (R-3), is just five votes behind their own protégé, Bob Gatchell, an actor with a repertoire of cross-dressing drag show performances and a political newcomer. There are at least 1,026 Republican ballots still to be counted in a canvass of dropbox and mailed ballots that begins on Thursday 7/21/2022, according to state Board of Elections (BOE) data for Cecil County. Additional mail-in ballots may be received before a second canvass next week. 		<description><![CDATA[Bill Coutz won the only contested seat for the Cecil County Council in Tuesday’s general election, scoring a landslide victory over a political newcomer, Cody Kirk. Coutz, a Republican. will take the District 2 seat to replace the retiring Joyce Bowlsbey. All seats on the five-member Council are now held by Republicans. Coutz, who has already been attending Council worksessions since before winning the GOP primary election in June, carried 66 percent of the vote. Coutz has been a sales executive in the shade and lighting industry and vice president of the Fair Hill Races. Kirk, a Democrat who also ran unsuccessfully for a seat on the Elkton town council at the same time he was running for a County Council seat, received 34 percent of the vote. Kirk says he “works in retail” after previous employment at a dollar store in Elkton. The retirement of Bowlsbey leaves open the post of President of the County Council, which will be determined by a vote of the full Council when newly elected members are seated in a few weeks. 		<description><![CDATA[There were some tough questions when rival candidates in the June Republican primary for Cecil County State’s Attorney and the Register of Wills office squared off in a candidates’ forum sponsored by the Republican Club of Cecil County last week, putting some candidates on the defensive hot seat. In contrast, a panel of three candidates vying for a seat on the county’s Circuit Court was uncharacteristically mellow, given one candidate’s past record of attack-dog campaigns. Members of the audience at the event, held at the VFW hall in Chesapeake City, submitted written questions to the moderator, James Dubuque, vice president of the club, who then picked questions to pose to the candidates. STATE’S ATTORNEY: In the race for the open State’s Attorney seat, all three candidates currently work in the prosecutor’s office: Amanda Bessicks, a four-year veteran of the office who currently specializes in prosecuting cases involving crimes against children and domestic violence; Karl Fockler, deputy State’s Attorney since last year and a more than ten-year veteran of the office; and Kevin Urick, a prosecutor with over 12 years’ experience in Cecil County and previously a Baltimore City prosecutor for over 15 years.
