		<description><![CDATA[(WITH EXCLUSIVE CECIL TIMES VIDEO) Alan McCarthy&#8211; a local veterinarian, businessman and former Vice-President of the County Council&#8211;was sworn in as Cecil County Executive on Monday 12/5/16, pledging to treat all taxpayers with “respect” and to work hard to bring jobs and economic development to the county. McCarthy and two new members of the County Council were sworn into office during a packed, standing room only ceremony at the Upper Chesapeake Ballroom, at the North East fire company hall in North East. The ceremony was attended by most members of the District 36 state legislative delegation, mayors of the county’s towns, many county employees, local business owners, and supporters and family members of the newly elected public officials. Outgoing County Executive Tari Moore and outgoing County Council President Robert Hodge also attended. McCarthy, who won a strong victory in a multi-candidate Republican primary and won a two-to-one vote margin over his Democratic challenger, Wayne Tome, in the general election, took a bipartisan tone in his inaugural speech, saying he wanted to “work together” with all segments of the local community and political groups to make Cecil County “the best it can be.” He also said the county would “move from [&#8230;]]]></description>

		<description><![CDATA[NEWS ANALYSIS Cecil County will lose 192 jobs in March at the C&#038;S Wholesale Grocers, Inc. distribution center in North East, catching local officials off-guard, while Prince George’s County fought aggressively and obtained state aid to save over 700 jobs with the same business that were facing elimination there. In essence, Cecil workers were tossed out of the game as part of the PG deal but officials there played an “A” game on the field while Elkton was resting in the dugout. Cecil County did not learn of the local plant closing until a required notification was filed with the state on 1/20/2016—just one day before the Prince George’s county deal was announced at a ceremony in Annapolis. And senior Cecil County officials did not know that a $1.35 million incentive package, including Prince George’s County funds ($500,000) and state funds $(850,000), had been assembled to keep and even expand the PG jobs until Cecil Times advised them of it on Tuesday. “I did not know that,” said Lisa Webb, Cecil County’s Director of Economic Development. 		<description><![CDATA[The Cecil County government and the Cecil County Public Schools (CCPS) have signed an agreement mapping possible future business uses of extra land not needed for the new vo-tech school on the more than 90-acre Basell property. But left in the air is who would pay to build office and other buildings and whether the county would sell or lease parcels on the site to private interests. From the moment that the county government first considered buying the Appleton Road property several years ago for use as a vocational-technical school, an added attraction was the large landmass surrounding the former Basell scientific laboratory building north of Elkton. And promoting economic development opportunities on some of the vacant land surrounding the main building was always in the cards. With conversion of the existing building and its many science labs into the county’s new vo-tech school now completed, the first class of 200 students recently began studies there. County Superintendent of Schools D’Ette Devine told the Cecil County Council on Tuesday that the school will more than double the number of vo-tech students, to about 420, in January when new vocational programs will be launched and additional specialized study areas opened.
