		<description><![CDATA[NEWS ANALYSIS “And it’s one, two, three strikes you’re out, at the Old Ball Game.” The Cecil County Council stepped up to the legislative plate against the Hornberger administration this week but struck out, after some verbal swings at bat, on three major issues: the secret installation of a member of the Ethics Commission after the Council had turned down her nomination; a bond bill giving the county executive unilateral fiscal powers that the Council rejected last fall; and a sudden $2.1 million raid on reserve funds for schools spending just weeks after the county executive claimed she wouldn’t raid the reserves in her new budget. On the bonds and reserve funds measures, the administration of County Executive Danielle Hornberger (but not Hornberger herself, who personally stayed far away from the fray) had the Council over a fiscal barrel by claiming the county would suffer fiscal harm if her demands were not met immediately—a loss of possible revenues from re-financing bonds at potentially lower interest rates, and an unforeseen (at least by this administration) need to come up with more money to comply with state schools funding requirements. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT A high-tech medical marijuana farm could be located in Cecil County under a proposal from a Howard County businessman presented to county officials, including local health and law enforcement leaders. A possible site is owned by Cecil County Council President Robert Hodge (R-5). Carey Millstein, who has operated a pecan nut exporting business, presented his proposal before the County Council, County Executive Tari Moore, Sheriff Scott Adams, and county health officer Stephanie Garrity on Tuesday. The Elkton meeting was closed to the public, under cited provisions of the state open meetings law governing a proposal for a business to locate in the state. However, Millstein spoke in a loud voice that was audible outside the closed doors. In a subsequent interview with Cecil Times, Millstein spoke at length about his plans and thoughts about the need for medical marijuana, his passion on the issue stemming from family members’ medical issues, the state regulatory environment, and his reasons for looking at Cecil County, among other locations, for his proposed operations. 		<description><![CDATA[A Cecil Times Special Report Delegate Michael Smigiel (R-36) has launched his long-anticipated campaign for a Cecil County Circuit Court judgeship with a major legal flub: a fundraising appeal that misappropriated the official seal of a state judicial agency. Documents obtained by The Cecil Times show that Smigiel pitched his candidacy—which had not yet been listed as officially filed in the state Board of Elections database as of Monday—with a plea for campaign donations under the official seal of the state Administrative Office of the Courts. After some recipients of his letter questioned the propriety of its content, Smigiel had to issue an apology both to the recipients and the state court office. The misappropriation of the state courts’ official seal by Smigiel is ironic, since he railed loudly and at length against the citizens’ group, “Friends of Charter,” which had used the Cecil County seal—which was not copyrighted at the time—on literature supporting adoption of a charter form of government on the 2010 ballot. Smigiel and his political compadre, Sen. E.J. Pipkin (R-36), strongly opposed a shift to charter government in the county but voters rejected their position and approved charter by an overwhelming margin.
