		<description><![CDATA[The Office of the State Prosecutor (OSP) has filed five criminal charges against the former deputy director of the Cecil County Board of Elections for perjury, misconduct in office and allegedly falsifying required documents for the candidacy of Danielle Hornberger in her 2020 County Executive campaign. The prosecutor cited Hornberger’s candidacy and finance report irregularities but no charges were filed against her. Lora Walters, 57, of North East, the former deputy director of the Cecil County Board of Elections, was charged with five misdemeanor counts stemming from her role in the handling of financial disclosure statements filed by Danielle Hornberger in her candidacy in the Republican primary for County Executive. The existence of an OSP investigation was disclosed in the county Circuit Court during trial of a civil case filed last year by former Cecil County Executive Alan McCarthy, a Republican, who challenged the legitimacy of Hornberger’s candidacy due to false document filings in her campaign. The most serious charge filed against Walters—perjury, with a possible ten-year prison term&#8211; stems from her testimony in that civil court case, in which she denied falsifying the financial disclosure records for Hornberger. 		<description><![CDATA[A CECIL TIMES Special Report Cecil County Executive Alan McCarthy has filed a lawsuit seeking to invalidate the results of the June Republican primary, saying that his winning rival, Danielle Hornberger, failed to qualify for the ballot and that some documents were falsified and backdated to cover up a “conspiracy” to violate the law. He is also seeking a temporary restraining order and an injunction to keep Hornberger’s name off the November general election ballot. It was a bold move by McCarthy, who suffered a stunning re-election defeat in the primary to Hornberger, who garnered more than 60 percent of the vote in a four-candidate GOP contest. Hornberger, who has never held any elective office or substantive full-time job, is the wife of Del. Kevin Hornberger (R-35) and has worked as a part-time district representative for US Rep. Andy Harris (R-1), who helped bankroll both Hornbergers’ political campaigns. 		<description><![CDATA[A CECIL TIMES Special Report NEWS ANALYSIS It almost seems like ancient history in the long battle over opioid drug abuse in Cecil County to see newly disclosed federal statistics on the flood of painkiller pills from 2006-2012, when more than 36 million pills were dispensed in the county—or enough to supply 51 pills to each and every resident per year. But new data showing the extent of the avalanche of drugs dumped locally is still shocking, even as the drug crisis has moved to a new battleground, waged on needle-strewn streets and using anti-overdose nasal sprays aimed at saving the lives of those now addicted to heroin and fentanyl. The Washington Post waged a long freedom of information court battle to obtain records from a Drug Enforcement Administration (DEA) database, covering all opioid pills dispensed between 2006 and 2012, including the names of the manufacturers, distributors, and pharmacies that delivered the opioid pills, such as oxycodone and its brand-name version, OxyContin A Post team created its own searchable database, broken down by states and counties, from the DEA data that was released last week.
