		<description><![CDATA[The Cecil County Council, in the first open revolt of its kind since the 2012 creation of Charter government, stood up for its powers Tuesday (1/19/2021) and rejected what one Councilor called an attempt by County Executive Danielle Hornberger to “strongarm” the Council to approve her unilateral choices for the Ethics Commission&#8211; after she fired all five current members, who still had months or years left on their terms. Moments after the resolutions were introduced at the Council’s evening legislative session, Councilor Bill Coutz (R-2) offered a motion to reject all five appointments and his motion was seconded by Council President Bob Meffley (R-1.) After heated discussion, the Council voted 4-1 to reject the introduction of the resolutions—effectively killing the appointments. Only Councilor Jackie Gregory (R-5), a strong political ally of Hornberger and who was found to be in violation of county ethics laws last year by the Commission, supported Hornberger’s move to replace three members who acted against Gregory, along with two members who played no role in that decision. 		<description><![CDATA[A CECIL TIMES Special Report—Part 1 Danielle Hornberger, apparent winner of the Republican primary election for Cecil County Executive, sent a “replacement” financial disclosure statement to the county Board of Elections in early July, more than a month after the election and seven months after the statement should have been filed under election laws, according to documents newly obtained by Cecil Times. The document was produced after multiple emails and conversations with local election officials and back-dated forms were inserted belatedly into county and state files, documents show. The documents tend to confirm, at least in part, most of the allegations contained in a Circuit Court lawsuit filed by current Cecil County Executive Alan McCarthy, who lost overwhelmingly to Hornberger in the June 2 GOP primary election. McCarthy is seeking to invalidate the results of the primary, saying that Hornberger failed to qualify for the ballot and that some documents were falsified and backdated to cover up a “conspiracy” to violate the law. He is also seeking a temporary restraining order and an injunction to keep Hornberger’s name off the November general election ballot. 		<description><![CDATA[NEWS ANALYSIS The Cecil County Council has approved a $140,000 budget boost in the current fiscal year to cover overspending by the county’s Animal Services agency, despite questions about a massive intake of cats under a policy that is not consistent with county or state laws. And new calls for review of county animal law raise the specter of a re-play of a previous three-year bitter fight over the current law that featured fierce opposition by cat advocates to any regulations of owned cats or feral cat colonies. On a unanimous 5-0 vote in Elkton on Tuesday (5/7/2019), the County Council approved the budget amendment to transfer funds in the current fiscal year, drawn from budget “reserve” fund accounts that are supposed to be off-limits to routine spending. The Animal Services overspending was signaled, at a lower level of nearly $67,000, in the county’s budget estimates report for the second quarter of the current Fiscal 2019 budget year in a report to the Council issued in early February. But that early warning was not flagged for the Council at the time and members indicated they felt blindsided by the new $140,000 budget amendment thrown at them a few weeks ago.
